The Washington County Board of Commissioners voted unanimously Tuesday to implement a stimulus program aimed at making it easier for developers to create "pad-ready" sites for commercial and industrial uses. Under the two-year program, projects to bring undeveloped commercial and industrial sites to pad-ready status will be granted priority plan review, deferment of county fees and a real-estate tax credit once a building is constructed. Sites for shopping centers and "big box" retailers are excluded from the program.

The failure of the Obama stimulus plan to help the economy demonstrates once again the failure of Keynesian economics.  How many times must we repeat this lesson? John Maynard Keynes, British economist of the early 20th century, was the guru of the New Deal. His principles of finance and government were adopted by F.D.R. and the Democrats in the 1930s. Liberals continue to use Keynes and the New Deal under F.D.R. as the rationale for more government spending. Keynes theorized that during an economic downturn, the government should make more money and credit available by deficit spending in order to create demand.

The Washington County Commissioners are considering bringing back a stimulus program designed to boost residential construction through temporary excise tax relief. Daniel DiVito, the county's director of permits and inspections, told the commissioners during a work session Tuesday that he recommended reinstating the program, which ran from November 2009 through April 1, 2010. The previous board created the residential stimulus program in November 2009 in hopes that boosting construction jobs would help address the county's high unemployment rate, which at the time was 10 percent, DiVito said.

CHAMBERSBURG, Pa. -- Stimulus funds are available in Franklin County, Pa., through actions taken by the county commissioners last week. The commissioners designated all of Franklin County a "recovery zone" so that the county may receive up to $3.9 million from the federal government. The money is to be split between the private and public sectors. The allocations are bonds for capital projects, so the borrowers will be required to pay back the money they receive. However, the federal government will pay 45 percent of the interest, County Administrator John Hart said.

MARTINSBURG, W.Va. -- An Italian company is interested in operating a plant in Berkeley County that would convert municipal solid waste into fuel, officials said last week at the Berkeley County Commission's regular meeting. The "biomass energy-conversion project" by Entsorga Italia S.p.A., based in Tortona, in northern Italy, and Chemtex USA, an affiliated company based in North Carolina, might be able to take advantage of $10 million in federal stimulus bonds. Through adoption of separate resolutions, the commission on Thursday endorsed the allocation of bonds for Entsorga's project and $9 million in facility bonds for a civic center/sports arena project proposed by Civic Sounds Inc. of Martinsburg.

WASHINGTON COUNTY -- A new hangar and office building at Hagerstown Regional Airport and an eye center in Hagerstown have been approved for a total of $11.95 million in tax-exempt federal stimulus bonds. The projects were recommended for the bonds by a task force of four Hagerstown-Washington County Economic Development Commission members. The Washington County Commissioners approved the projects April 13. The county was allocated about $13.9 million worth of Recovery Zone Facility Bonds to distribute to qualifying private development projects.

WASHINGTON COUNTY -- A local stimulus program is credited with more than tripling the number of new homes started in Washington County from Oct. 1 through March 26, compared to the same period a year before, county permits and inspections director Daniel F. DiVito said. During that time period, construction permits were approved for 78 new homes, compared to 25 a year before, DiVito said. The stimulus program, which provided incentives for residential construction, ran from Oct. 13 through March 26. It was approved by the Washington County Commissioners last fall as a way to boost construction-related employment and make home building more affordable.

MARTINSBURG, W.Va. - The Martinsburg VA Medical Center (MVAMC) is receiving an infusion of federal funds under the American Recovery and Reinvestment Act of 2009. The Recovery Act package, enacted by Congress in February 2009, will provide infrastructure improvements at the medical center, according to a new release issued Monday. "This funding will help us become more environmentally friendly," Medical Center Director Ann R. Brown said in the release. "At the same time, we hope it will help provide some jobs.

MARTINSBURG, W.VA. -- Developers of three Martinsburg-area projects have submitted their plans to the Berkeley County Commission, which is expected to decide by Jan. 28 whether to allow the private interests to take advantage of a federal stimulus bond program. The proposals submitted by the county's 4 p.m. deadline on Wednesday are a second retail project near The Commons shopping plaza, the Meridian Pointe/Lutz Avenue projects in the city's north end and The Living Room church's plans for a recreation/education center off Rock Cliff Drive, County Administrator Deborah Hammond said.
