John Orem spent more than $22,000 in his campaign to be Berkeley County's next sheriff, but was defeated in the May primary election by James W. Barbour III, who spent less than $1,500, according to campaign finance statements. Barbour received 2,777 votes in his race against Orem who received 2,751, according to Berkeley County Clerk John W. Small's office. Orem has filed to run in the general election as a write-in candidate. A review of post-primary campaign financial statements, which were due June 19, indicates Orem spent more money this year than any other candidate in vying for elected office in Berkeley and Jefferson counties.

The Hagerstown City Council on Tuesday unanimously agreed to submit a statement in support of a Washington County Chesapeake Bay cleanup plan, but said its implementation would be “fiscally irresponsible and financially unfeasible.” The Maryland Department of the Environment has required all municipalities in the county to submit a position statement about the Phase II Watershed Implementation Plan, which was put in place by theU.S. Environmental Protection Agencyafter pollution of the bay was identified as a major problem.

The Hagerstown Suns got Greensboro's attention on Monday. They are serious about challenging the first-place Grasshoppers for the South Atlantic League Northern Division's first-half title. The Suns used a six-run third inning - highlighted by Matt Skole's two-run home run - to set the tone, but needed a two-run single by Billy Burns in the ninth for a 9-7 victory over Greensboro and close to within 5 1/2 games of the lead. Hagerstown withstood the Grasshopper's six-run ninth, including Ryan Goetz's grand slam, to hold on for the win. The Suns (30-20)

A Washington County Circuit Court judge has ruled that a detention center inmate's statements during a disciplinary hearing can be used by the state in prosecuting him on accusations he conspired to distribute prescription drugs in the jail. Ronald Eugene Wilson II, 35, was charged on Nov. 5, 2011, with distribution of Suboxone, which is used to treat opiate addiction, as well as criminal conspiracy to distribute Suboxone and other charges in a case that also involved a former correctional deputy at the jail.

The Chambersburg Police Department is looking for a white male who robbed the North Point Pharmacy in Chambersburg on Tuesday. Police said the man entered the pharmacy at 370 Philadelphia Ave. at around 9:08 a.m. The suspect presented a pistol and subsequently took numerous  prescription drugs from the business, police said in a statement. According to North Point Pharmacy Manager/Pharmacist Lax Modha, no one was injured in the robbery. Police said the suspect fled the scene on foot, police said.

Work on a supplemental environmental impact statement about the proposed development of the former Fort RitchieU.S. Armybase has not begun because the Army hasn't designated money for the study, Army environmental attorney David Howlett said last week. The earliest the environmental study would start would be this summer, but that depends on when the Central Army Headquarters designates money for the study, Howlett said. Development of the property, which is owned by Columbia, Md.-based Corporate Office Properties Trust, or COPT, has been stalled as officials await the results of the environmental review, said Bill Hofmann, COPT's senior property and environmental services manager for the former Fort Ritchie property.

A Washington County Circuit judge will decide whether statements a county jail inmate made during a disciplinary hearing can be used to prosecute him in a drug case. Judge John H. McDowell on Thursday heard testimony and arguments during a suppression hearing in the case of Ronald E. Wilson II, 35, charged with conspiring to bring Suboxone into the Washington County Detention Center, a conspiracy that included a former correctional deputy, according to court records. The incidents for which Wilson is accused took place on Nov. 2 and 3, 2011, court records said.

The bond of a Hagerstown teenager accused of stabbing a man in the neck Sunday morning in an apartment on Robinwood Court was raised to $750,000 Monday during a bail review hearing in Washington County District Court. Mackenzie Richard Socks, 17, of 34 West Side Ave., Apt. 2, was charged as an adult with second-degree attempted murder, two counts each of first-degree assault, second-degree assault and reckless endangerment, and single counts of first-degree burglary, third-degree burglary and malicious destruction of property greater than $500, according to Washington County District Court records.

Darrol Chris Sands' semen was in the body of Carol Marie Brown and his palm print was on the bathtub where her body was discovered nearly four years ago, but his defense attorney argued Tuesday in Washington County Circuit Court that the sex was consensual and there are other suspects in the Hagerstown woman's murder. Sands, 44, was indicted in 2010 on charges of first- and second-degree murder and manslaughter in the April 19, 2008, murder of Brown, a 22-year-old mother of two who was strangled and stabbed to death in her home at 457 Mitchell Ave. Brown was addicted to drugs and had her children taken from her following a March 17, 2008, police raid on her home, Deputy State's Attorney Joseph Michael told the jury in his opening statement.

Three Hagerstown men who were arrested Friday night at gunpoint by the Washington County Special Response Team following a 90-minute standoff at an apartment near City Park have been charged in connection with the incident. Jacob Malachi Adams, 21, of 220 East Ave., was charged with one count each of fourth-degree burglary, handgun on person, firearm possession with a felony conviction, possession of a firearm in a drug trafficking crime, controlled dangerous substance possession of firearms, controlled dangerous substance possession with intent to distribute narcotics and controlled dangerous substance possession - not marijuana, according to deputies at the Washington County Detention Center.
