The arraignment of a Washington County man indicted in Berkeley County in 1994 on 321 counts of sexual assault, pornography and related charges was postponed Thursday in Berkeley County Circuit Court. Randall Ray Waugh, 52, of Hagerstown, is accused of sexually assaulting a Bunker Hill, W.Va., boy dozens of times beginning in 1988, according to the indictment and Berkeley County Prosecuting Attorney Pamela Games-Neely. The victim, who turned 9 that year, was sexually assaulted in subsequent years before Waugh's indictment, according to court documents and Games-Neely.

Three sought after police search homes MARTINSBURG, W.Va. - Police said they are looking for three individuals after they searched two homes on West Burke Street Thursday as part of an ongoing drug investigation. Martinsburg Police Department officers searched 120 W. Burke St. and 122 W. Burke St., which are in the same building, according to a news release. A small amount of marijuana, paraphernalia, a small caliber pistol and a stun gun were found, the release said.

A 52-year-old man indicted in 1994 on 321 counts of sexual assault, pornography and related charges is scheduled to be arraigned Feb. 23 in Berkeley County Circuit Court, Prosecuting Attorney Pamela Games-Neely said Thursday. Franklin County man charged with sexual assault A Franklin County, Pa., man was charged Wednesday with sexually assaulting a 5-year-old child, Pennsylvania State Police said. Michael David Stinebaugh, 35, whose addresses are listed in Fayetteville and Waynesboro, was charged with involuntary deviate sexual assault, according to a state police news release. Troopers allege the assault occurred from 2006 to 2008 on Mt. Pleasant Road in Greene Township. Stinebaugh was being held at Franklin County Jail on a $75,000 bond.

An 18-year-old man has been charged with sexually assaulting a girl last year at a home in Chambersburg, Pa., Pennsylvania State Police said. Davonte Tyqwane Lindsay, address not given, was charged Tuesday with statutory sexual assault and corruption of minors, according to a state police news release. Troopers said the assaults occurred from Aug. 1 to Sept. 30, when Lindsay allegedly had sex with a 13-year-old girl. Police said Lindsay admitted to having consensual intercourse with the girl.

The Frederick Police Department was investigating an alleged sexual assault Thursday night in the parking lot of the Seventh Street Shopping Center. A woman was in the parking lot removing items from her vehicle at 6 p.m. when a man came up behind her and rubbed her outer thigh and waist, police said. When the woman turned around, the man grabbed her by the throat, told her not to scream, and then turned and walked away, police said. The man was white, and wearing a Carhartt jacket and dirty work boots, police said.

A Hagerstown man has turned himself in to authorities after learning he was facing charges of rape and assault against an 18-year-old woman, Allegany County authorities said Friday. The Allegany County Grand Jury indicted Bryan Wayne Whitmore, 19, on charges of second-degree rape and second-degree assault stemming from an alleged sexual assault in 2011, according to a news release from the Allegany County Combined Criminal Investigation Unit. Whitmore surrendered to authorities Thursday, police said.

A St. Thomas, Pa., man has been charged with sexually abusing a 12-year-old boy, Pennsylvania State Police said. Albert Raiber, 60, of St. Thomas, was charged with involuntary deviate sexual intercourse, sexual assault, indecent assault, indecent exposure, corruption of minors, simple assault and false imprisonment, according to a state police news release. Troopers said the parents of the 12-year-old told state police in Chambersburg that Raiber had sexually assaulted the boy. The crimes were alleged to have occurred from Dec. 19-31 in a home.

A judge Thursday moved the case of a Hagerstown man accused of sexually abusing a 6-year-old girl to Washington County Circuit Court after a preliminary hearing. Wayde Andrew Smith Jr., 21, whose last known address was on Fair Oaks Court, appeared before Washington County District Judge Mark D. Thomas on charges of second-degree rape, third- and fourth-degree sex offenses and sex abuse of a minor, according to court records. A relative of the girl contacted the Washington County Sheriff's Office on Dec. 3 to report a possible sexual assault, according to the application for statement of charges said.
