A  49-year-old man was sentenced Monday in Berkeley County Circuit Court to between 41 and 105 years in prison for sexually abusing and assaulting a teenage girl between 2009 and 2010. Melvin George Simms, who was ordered Monday by 23rd Judicial Circuit Judge Gray Silver III to register as a sex offender for the remainder of his life, was convicted of seven felony counts of sexual abuse and sexual assault at the culmination of a six-day jury trial in October. Silver also ordered Simms to be placed on 30 years of supervised release following incarceration.

A 26-year-old man is accused of sexually assaulting a woman after a birthday party over the weekend, according to Berkeley County Magistrate Court records. Darryl Fountaine Clinksdale II, no fixed address, was arraigned Tuesday on one count of second-degree sexual assault by Magistrate JoAnn Overington, according to court documents. Clinksdale was allowed early Sunday into the residence where the victim was staying upon returning from the party, but another woman who lived there told police he wasn't supposed to stay, according to court documents.

A Hagerstown man with pending cases for rape and burglary was sentenced to nine months in jail after pleading guilty Wednesday in Washington County District Court to illegal possession of firearms. Ryan Lee Kleckner, 30, who had lived on Rosewood Drive, pleaded guilty to possession of a regulated firearm after being convicted of a disqualifying offense and was sentenced by District Judge Mark D. Thomas. The disqualifying offense was a 2007 conviction for malicious destruction of property worth more than $500, Deputy State's Attorney Steven Kessell told Thomas.

The shooting of a Martinsburg woman Friday was the fifth police shooting in the Eastern Panhandle in little more than a year and at least the sixth in the Tri-State Area. • Sept. 9 - Steven Wayne Taylor of Virginia Beach, Va., was shot and wounded after a two-hour standoff with authorities in Jefferson County. The shooting came after police had responded to a Washington Street residence in Charles Town to investigate a report of a man who was trespassing and had barricaded himself in the residence.

A Greencastle, Pa., man has been charged with sexually abusing a teenage girl earlier this year, Pennsylvania State Police said. Caleb Miller Koons, 21, was charged with statutory sexual assault, aggravated indecent assault and indecent assault, according to a state police news release that was provided Thursday. Troopers alleged that Koons and a girl who was younger than 16 engaged in a sexual encounter sometime between May 25 and June 22 at an unspecified location in McConnellsburg in Fulton County, Pa.

A Hagerstown man was ordered Tuesday in Berkeley County Circuit Court to serve prison sentences totaling 13 to 55 years for sexually assaulting a Bunker Hill, W.Va., boy and three physically and mentally disabled males in the late 1980s and early 1990s. Randall Ray Waugh, 53, was sentenced by 23rd Judicial Circuit John C. Yoder after the defendant pleaded guilty to six of the felony counts and no contest to three other felony charges in a plea and sentencing hearing. Each of Waugh's third-degree sexual assault convictions come with a prison sentence of not less than one nor more than five years behind bars, according to the plea agreement.

A 64-year-old Berkeley County man is accused of sexually assaulting a mentally impaired teenage girl in October, according Berkeley County Magistrate Court records. Alexander T. Smith, of 451 Crestview Drive, Martinsburg, was arraigned Monday evening on two counts of sexual abuse and two counts of sexual assault by Magistrate Sandra L. Miller, according to court documents. The victim was 14 years old when two sexual assaults allegedly occurred while the girl was with him, according to court documents.

A Hagerstown man indicted in 1994 on 321 counts of sexual assault, pornography and related charges in Berkeley County has agreed to serve prison sentences totaling 13 to 55 years to resolve the charges, according to court records. Randall Ray Waugh, 53, could be sentenced Dec. 20 if 23rd Judicial Circuit Judge John C. Yoder agrees to be bound by a plea agreement that proposes Waugh enter guilty pleas to six of the felony counts and no contest pleas to three others, according to court documents.

A Washington County Circuit Court judge on Friday set bond at $50,000 for a Hagerstown man accused of raping a preteen girl in August, although he remains held without bond on more serious related charges. Ryan Kleckner, 30, of 10806 Rosewood Drive, was in Washington County Circuit Court Friday for a bond hearing on charges of felony second-degree sex offense and misdemeanor counts of indecent exposure and second-degree assault. A county grand jury indicted Kleckner on the charges on Oct. 19, court records said.

A jury in Berkeley County Circuit Court Tuesday found a 49-year-old man guilty of seven felony counts of sexual abuse and sexual assault that stemmed from allegations involving a teenage girl, according to court officials. Melvin George Simms of Martinsburg is scheduled to be sentenced Jan. 17, according to Berkeley County Assistant Prosecuting Attorney Carmela M. Cesare, who handled the case. The jury's verdict came on the sixth day of the trial, which was presided over by 23rd Judicial Circuit Judge Gray Silver III. The alleged sexual contact occurred between 2009 and 2010 when the victim was younger than 15, according to court documents.
