WAYNESBORO, Pa. -- Waynesboro Police Chief Mark King compares scheduling shifts in recent weeks to a juggling act. "I understand the economy," he said. "We're trying to do more with less, and so is everyone else. " The borough force is comprised of 20 full-time positions, a school resource officer and a few part-time positions. However, two full-time positions were not filled after resignations, Officer Robert Stansfield is serving in Iraq, two full-time officers are out on leave and one full-time officer is dedicated to drug investigations rather than patrol.

martinsburg@herald-mail.com MARTINSBURG, W.Va. - A new salary structure approved Thursday by the Berkeley County Commission will improve the ability to attract and retain qualified applicants, the county's Human Resources Director told commissioners Thursday. "We will be competitive. We will see the impact of this new scale immediately when we try to recruit for positions under the new pay grades," said Alan Davis, who has been working to revise the county's job classification and compensation schedule since last year.

The city of Hagerstown has continued to streamline its operations in 2011 by eliminating dozens of city positions, most of which were vacant, shifting employee duties and advertising for some new jobs. Hagerstown began restructuring in June 2010 by consolidating the departments of Parks and Engineering and by creating a new Department of Community and Economic Development, which includes planning, code enforcement, economic development and community affairs. In September 2010, the city listed 449 full-time employees on its payroll, according to documents provided to The Herald-Mail.

Kreit is health department employee of the month Linda Kreit has been named the Washington County Health Department's employee of the month for the month of December. Kreit has been employed by the health department since 2000 and during that time has held a number of different positions with the Division of Addictions and Mental Health at 13114 Pennsylvania Ave. in Hagerstown. Her selection reflects the effectiveness of her work in each of these positions and her ability to adapt and readily master a wide variety of tasks.

CHAMBERSBURG, Pa. - With much higher starting salaries, school districts in Pennsylvania's Franklin and Fulton counties typically fill vacancies without the troubles facing the Eastern Panhandle of West Virginia, officials said. District administrators said the schools focus on staff retention to keep the number of vacancies low, while returning to previously successful methods of recruitment for new teachers. "We go to a number of job fairs anywhere in Pennsylvania," Waynesboro Area School District Assistant Superintendent Gloria Walker said.

The Washington County Board of Education Monday voted 6-1 to pass a $118.9 million general fund budget that includes money for educators' raises. "The number one priority was salaries," Board President Paul W. Bailey said. Teachers, administrators and supervisors will receive a 4 percent pay raise, making teachers eligible for the additional 1 percent raise pledged by Gov. Parris N. Glendening, Bailey said. Members of Education Support Personnel Local 1 would receive a 2 percent raise, plus a longevity adjustment.

Several positions at the Humane Society of Washington County will remain unfilled until the organization and the county work out funding issues. Humane Society Executive Director Paul Miller said Friday that the nonprofit group has put into place a hiring freeze, which means four open positions will remain vacant for now. The vacant positions are in bookkeeping, maintenance, front office management and a post that involves working with animals as they're brought to the Humane Society.

25 jobs left to fill About 30 Head Start positions have been filled, with another 25 still to go, according to Paul Pittman, executive director of Resources for Children and Families. Pittman said Resources for Children and Families has been interviewing job candidates since last week and plans to continue through early next week. Resources for Children and Families had 55 openings in mid-July. The Head Start school year begins on Tuesday, Sept. 5. Positions left to fill include teachers, teacher assistants, administrative assitants and bus drivers.

The Hagerstown-Washington County Economic Development Commission has announced a reorganization of its staff's duties and responsibilities. "This new structure will better focus the EDC's resources and talents toward the primary mission of the organization - to be a strategic partner for the existing business community as well as recruit quality companies to Washington County," said Douglas S. Wright Jr., EDC chairman. The reorganization includes the creation of two new staff positions - a business development specialist and a fiscal/research specialist.

laurae@herald-mail.com Washington County Public Schools will cut two positions in the professional development department as part of a plan to save money, school officials announced Friday. The department also will be reorganized for efficiency and renamed the Center for Peak Performance and Productivity, officials said in a news release. "Peak performance for students and staff" is the first goal in the school system's master plan, according to the news release.
