waynesboro@herald-mail.com WAYNESBORO, Pa. - The Waynesboro Borough Council has begun discussion on finding more space for the borough's police department. "We're just at the formative stage," Borough Manager Lloyd Hamberger said Tuesday. "We're looking at options. " Borough Police Chief Ray Shultz said the department's 2004 budget calls for a complement of 20 full-time officers. "We currently have 14," he said. The department also has three part-time cops. The police department occupies the old part of Borough Hall.

shappell@herald-mail.com An employee of a cellular telephone business has filed a complaint in Washington County District Court alleging that Washington County Commissioner John C. Munson assaulted her Monday in the store, a District Court Commissioner said. Washington County District Court Commissioner Chuck Bowler said Trisha Lynn of Hagerstown, an employee at U.S. Cellular at 39 Eastern Blvd., filed the criminal complaint against Munson. Bowler said Munson would be served with a summons notifying him that he was to appear in court on Dec. 23 on a second-degree assault charge.

After a man claimed Wednesday night to have been shot at, then stabbed by his girlfriend, police determined the man had injured himself when a .22-caliber bullet exploded while he was holding a lighter to it, Hagerstown City Police said Thursday. Joseph Franklin Dorman, 21, who lives at the Dagmar Hotel at 50 Summit Ave., has been charged with making a false statement to police and obstructing an investigation. Dorman also faces two second-degree assault charges. Those were filed because Dorman allegedly head-butted detective Patricia Moulton and then bit detective Steve Hoover on the finger, said Lt. Rick Johnson said.

One man wanted in a March 13 robbery and assault near the Holiday Motel was taken into custody Tuesday morning on Berger Alley, and a second man turned himself in just before 8 p.m., Hagerstown City Police said. Stephen Arthur Hoopengarner, 20, of 302 N. Potomac St., Apt. 3N, was charged with robbery, conspiracy to commit robbery, misdemeanor theft, second-degree assault and reckless driving, police said. He was being held on $50,000 bond at the Washington County Detention Center Tuesday night.

marlob@herald-mail.com HAGERSTOWN - Six days after a home invasion/robbery at a Broadway apartment, Hagerstown City Police have released information on the crime and two of the three intruders who remain at large. Police were called to an apartment at 25 Broadway at 11:30 p.m. Dec. 12 where they found two teenage victims, an 18-year-old male and a 17-year-old female. The preliminary investigation revealed that three young males entered the victims' residence and robbed them and a male visitor at gunpoint.

marlob@herald-mail.com laurae@herald-mail.com The quiet of a Hagerstown neighborhood was shattered Wednesday afternoon when a man was shot in the leg at 609 Hayes Ave., Hagerstown City Police said. Robert Wayne Freeman, 20, of 554 Frederick St., Apt. 1, was flown by Maryland State Police medevac helicopter to Suburban Hospital in Bethesda, Md., shortly after the 1:23 p.m. shooting. Freeman's condition was listed as fair Wednesday night, a nursing supervisor at the hospital said.

marlob@herald-mail.com Within minutes of a shooting Tuesday afternoon at the Washington Garden Apartments on Security Road, a teenager was in custody, Hagerstown City Police said. The 1:45 p.m. shooting sent Marvin Eugene Moyer, 31, of 950B Security Road, to Washington County Hospital with a gunshot wound to his upper left thigh. At 2:25 p.m., Charles E. Kelley, 17, of 980A Security Road, was pulled over on Wesel Boulevard by Cpl. Roy Harsh and Deputy 1st Class Brad Creek, both of the Washington County Sheriff's Department.

Policeman hurtduring scuffle A Hagerstown City Police officer was hurt Saturday afternoon when he and another man fell off a porch during a struggle at a neighborhood dispute in the 400 block of North Prospect Street. Officer Korey Hinkle was treated at Washington County Hospital for an injury to his lower back and knee and released shortly after 4 p.m., said Lt. Margaret Kline. Hinkle and Officer Brian Hook were called to 402 N. Prospect St. at 3:31 p.m. for a neighborhood dispute, Kline said.

Around 10 p.m., that all changed for Hagerstown Police officer Johnny Murray. "As we were moving in to make an arrest on West North Avenue near Park Place, I heard the sound of someone screaming for help," Murray said. Within seconds, Murray saw a man standing in front of 411 Park Place ... holding a phone in his hand and screaming. Murray then encountered Karen Bean as she came running out of the home holding a small child.

A new downtown Hagerstown police substation could open in May or June, City Administrator Bruce Zimmerman said Tuesday. The City Council on Tuesday voted 4-0 to approve a lease for 49-51 N. Potomac St., which is across the street from City Hall. The building, which is vacant, would serve as a home base for the five officers assigned to cover the downtown, Police Chief Arthur Smith has said. The Western Maryland Police Academy, now at police headquarters on Burhans Boulevard, would move into the downtown building.
