MAY 1, 1931-OCT. 1, 2009 Neil Henry LaPine, 78, passed away Thursday, Oct. 1, 2009, at Washington County Hospital, Hagerstown, Md. Born May 1, 1931, in Champlain, N.Y., he was the son of the late Allie (Cardin) LaPine. He was the husband of 55 years to Jacqueline Elizabeth (Bassford) LaPine of Hagerstown. Neil attended school in Mooers, N.Y. He served five years in the U.S. Army and served at SHAPE Headquarters in Paris, France, under Gen. Eisenhower during the Korean Conflict, attaining the rank of Staff Sergeant.

A Martinsburg, W.Va., woman who embezzled nearly $7,000 while working as office manager for the Hagerstown Surgical Clinic will spend the coming weekend in jail. Tina Marie Martin, 39, of 307 N. Delaware Ave., pleaded guilty Monday to one count of felony theft in Washington County Circuit Court. Washington County Circuit Judge Kennedy Boone sentenced Martin to two years in prison, but suspended all but the weekend in the Washington County Detention Center. "You have already made the restitution ... that's a big factor," Boone said as he imposed the sentence.

charlestown@herald-mail.com CHARLES TOWN, W.Va. - Jefferson County will have a new county clerk next year, and it is up to county voters to decide whether it will be Democrat Scott Coyle or Republican Jennifer Maghan. Voters will choose a new county clerk on Nov. 2 because longtime County Clerk John Ott is retiring. The county clerk's salary is $46,200 and the term is six years. Scott Coyle Coyle said the county clerk's position is an important job, overseeing the county's elections and acting as the keeper of records, including property deeds and wills.

Hogue joined the bank in 2008, and has served as a teller, financial services officer and most recently as assistant community office manager at the Lincoln Way East office. In her new role, she will be responsible for consumer lending, developing business relationships and enhancing the bank's customer base, as well as serving customers' financial needs with a variety of services, including loan and deposit products.

Tri-State Advertising and Communications Tri-State Advertising and Communications LLC has recently added Samantha Edwards and Luke McKee to its sales and marketing staff. Edwards, of Chambersburg, Pa., has taken over as the group's office manager and inside marketing representative.

Henicle's desk in her second-floor office at the Greater Waynesboro Chamber of Commerce came from her husband and daughters. The cards read, "Great. You finally did it. Now you can spend more time with us. " Henicle, 55, said this week that she will retire as executive director of the Chamber at the end of April. She's held the post for 10 years. "Mostly, I want to take the summer off," she said.
