scottb@herald-mail.com CASCADE - A Bethesda, Md.-based developer has expressed interest in doing work at the former Fort Ritchie U.S. Army base, but details are being kept under wraps, a government spokeswoman said Monday. The company, Lerner Enterprises, met with U.S. Rep. Roscoe Bartlett, R-Md., after asking for a meeting to talk about the property near Cascade, a Bartlett spokeswoman said Monday. Bartlett's office would not reveal additional details about the company's interest in the land being redeveloped by the PenMar Development Corp.

While an agreement for exclusive talks between the PenMar Development Corp. and a North Bethesda, Md., company expired Wednesday, the agencies will continue to negotiate, a PenMar official said. PenMar board of directors Chairman Ron Sulchek said Wednesday PenMar will continue to hold negotiations with Lerner Enterprises about a plan to redevelop the former Fort Ritchie U.S. Army base. Sulchek said talks with Lerner "have been very positive. " PenMar was created by the state to redevelop the former base, which the Army shut down in 1998.

Now that the House Economic Matters Committee has killed a proposal to restructure the board of the PenMar Development Corp., it's time to start focusing on the next steps needed to bring jobs back to the former Fort Ritchie Army base. The first step is to get both elected officials and the business community behind the redevelopment plan. Good businesses won't be drawn to a county where the leaders are squabbling over which direction to take, and who should lead. The one point all should be able to agree on is supporting legislation that would convey property to the International Masonry Institute.

"I'm interested in developing it because I see the opportunity to rebuild the community," Andrew Klopman, president of Strategic Alliance Group Inc., said in a phone interview Friday. "It's a win-win for everyone. " The corporation plans to create 3,674 jobs at the approximately 600-acre base, according to Strategic Alliance Group's nearly 100-page plan.

Through five years and four executive directors, PenMar Development Corp. has struggled to redevelop the former Fort Ritchie U.S. Army base, which shut down in 1998, costing the area 2,000 jobs. There are many reasons the redevelopment process has gone slowly - the fort's remote location and a lawsuit by a former tenant are just two - but the process may soon get a shot in the arm, courtesy of a developer with 50 years' experience in everything from retail to massive corporate centers that boast tenants like Nextel, the Department of Defense and the General Services Administration.

PenMar board Chairman Ron Sulchek said Thursday he thinks the company, Lerner Enterprises Inc., is waiting for PenMar to get serious about it becoming the lead developer of the approximately 630-acre base. Lerner had been in talks with PenMar for more than a year. For a time, it had an agreement with PenMar for exclusive negotiations.

This week a committee of the Maryland General Assembly will consider legislation that would effectively toss out several members of the group charged with redeveloping the old Fort Ritchie Army base. The legislation comes at a time when, after years of no progress, PenMar Development Corp. has drawn the interest of Lerner Enterprises, a major developer in the Washington. D.C., area. Wivell said. PenMar had agreed to hold discussions about a plan to revitalize the base solely with Lerner Enterprises through New Year's Eve. "We don't have an acceptable proposal at this time," PenMar Executive Director Richard Rook said.

CASCADE - The president of a Baltimore organization says he is offering the PenMar Development Corp. a $500,000 deposit if it selects his group to become the master developer of the former Fort Ritchie U.S. Army base. PenMar Executive Director Rich Rook said Friday he has not received such an offer from the organization, Strategic Alliance Group Inc. (SAG). "I have not heard that," Rook said. "I don't know of any offer that's been made. " SAG President Andrew Klopman said Friday that the money would be a "good faith" deposit demonstrating that his organization is serious about becoming the lead developer of the approximately 630-acre base.

As the Washington County's General Assembly delegation and the board of PenMar Development Corp. battle over whether some of PenMar's newer members will be removed, one important player has been reduced to sitting on the sidelines. Lerner Enterprises, which has been in negotiation to be the "master developer" of the old Fort Ritchie Army base, has never been contacted by state officials about how the bill would affect ongoing talks. So said Kevin Rogers, the chief operating officer of Oak Hill Properties and an employee of Lerner, a 50-year-old company that has developed a ton a projects in the metropolitan Washington area.

To the editor: PenMar Development Corporation, the Local Redevelopment Authority (LRA) for Fort Ritchie, is reportedly poised to sign an exclusive negotiation agreement with a private sector "master developer" in a second attempt to outsource major redevelopment tasks at the closed base in Cascade. A previous agreement with Lerner Enterprises of Bethesda, Md., expired last December. This time it appears PenMar is hanging its hopes on Corporate Office Properties Trust (COPT)
