CHAMBERSBURG, PA. - At nearly every public meeting of a municipal government or appointed body, in addition to elected officials and staff, a solicitor is on hand to give legal advice as needed, an increasingly necessary cog in the machinery of governance. "Solicitors are an important part of the municipal function because much of what a municipality does is based on enabling legislation. Therefore, we need proper interpretation of the legislation," said Lloyd Hamberger, borough manager in Waynesboro, Pa. Hamberger held up two 3-inch binders.

The Hagerstown City Council met privately Tuesday to talk about code violations at the former Municipal Electric Light Plant building. Councilman Lewis C. Metzner urged his colleagues to have some of the discussion in public, so people would know they're trying to do something about the vacant building. But Councilwoman Alesia D. Parson-McBean said she supported having the conversation privately, as the city's attorney, Mark Boyer, had suggested. The general topic of the executive session was to obtain legal advice for "code enforcement issues.

Low-income Washington County residents may seek free legal advice from a Hagerstown attorney once a week at The Washington County Circuit Court Family Law Clinic. Tiffany Reiff, a Hagerstown attorney, is at Circuit Court, at 95 W. Washington St., on Thursdays from noon to 4 p.m. to help low-income county residents with family law matters at no cost. Reiff helps applicants on a first-come, first-served basis in Room 229 of the courthouse annex building. Advice is not given over the phone, said Patti Witmer, Circuit Court family services coordinator.

GREENCASTLE, Pa. - Tuesday's meeting of the Antrim Township Supervisors revealed that the township did not list plastic as recyclable. The revelation came after a resident complained about a neighbor burning plastic, according to Angela Garland, zoning officer and public works inspector for the township. "Plastic is a carcinogen," said Ben Thomas, Antrim Township manager. "If you burn plastic, it puts bad stuff in the air. " Supervisor Scott Diffenderfer said that when the recycling program was adopted in the township, he was sure plastic was one of the items chosen.
