The Kaplan College Hagerstown campus has named Tara Andrews of Hagerstown as the Student of the Month for October. Andrews, who is pursuing an associate degree in graphic design, is scheduled to graduate in October 2009. The Kaplan College Student of the Month is chosen based on recommendations from faculty members. Andrews was nominated for her consistency in her design work and her dedication to the field, the school said in a prepared release.

The Washington County Commissioners took no action on a proposal Tuesday to develop a partner community relationship with Jinhua, China. Larry Glenn, director of workforce development for Kaplan College, presented the proposal, which he said is similar to the the Sister City program. Partner community relationships help foster cultural links and can be used to promote economic development, County Administrator Gregory B. Murray said. Jinhua is a city in China's Zhejiang province.

HAGERSTOWN -- Several teachers in higher education received high praise on Friday. Six colleges and universities with classes in Hagerstown honored outstanding faculty members at the first Academic Excellence in Higher Education Awards. At Duffy's on Potomac in Hagerstown, teachers more accustomed to recognizing their best students instead were the recipients of kind words and gifts. They included Ed Gift, an adjunct faculty member in history and sociology at Hagerstown Community College for 35 years.

HAGERSTOWN - Her father quit school after the sixth grade. Her mother made it through ninth grade, setting a pattern for her two older siblings. Six months before her father died, when Rhonda Gasche was 17, she wanted to quit school, too. Only her father's heartfelt pleas changed her mind. "He realized education was important," Gasche said. "He had no idea that his cotton-topped third child would one day stand on this stage as a college graduate addressing distinguished faculty, respected professors, loving families and fellow graduates.

Conway-Schultz Curt and Donna Conway of Boonsboro announce the engagement of their daughter, Angela Marie Conway, to Steven Edward Schultz Jr., son of Jack and Sherie Adams of Falling Waters, W.Va. Miss Conway is a 2000 graduate of Boonsboro High School and a 2004 graduate of Hagerstown Business College. She is employed by Dr. Aryeh Herrera at Allegheny Plastic Surgery. Mr. Schultz is a 1989 graduate of Williamsport High School. He is employed by the Frederick County Maryland Division of Fire and Rescue Services as a Lieutenant assigned to the Safety, Training and Special Operations Battalion.
