HAGERSTOWN - Hagerstown Mayor Robert E. Bruchey II joined other local officials in hailing the growing prestige of the former Hagerstown Business College at a ceremony Tuesday to celebrate its new name, Kaplan College-Hagerstown. The postsecondary institution, which had been owned by Kaplan Higher Education since 2000, changed its name July 31 to better reflect its expanded educational offerings and take advantage of the name-recognition associated with the global test preparation and higher education company, said Chris Motz, the institution's president.

Hagerstown Community College and Kaplan College of Hagerstown joined the Smoke-Free School Zone campaign. Events were held at each campus to kick off the program. The events included music provided by local rap artist "The Pham," speakers and refreshments. Campus staff and students signed up to support the campaign during each event. Each of the colleges was given "Smoke-Free School Zone" signs to post on buildings around the campuses reminding people that smoking is not allowed in public places.

Hagerstown Business College has asked the state for permission to change its name. The new name would be Kaplan College, according to Maryland Higher Education Commission spokeswoman Helen Szablya. On Wednesday in Annapolis, the commission is scheduled to discuss the college's request. Hagerstown Business College is owned by Kaplan Higher Education, part of The Washington Post Co. Kaplan College is part of Kaplan Higher Education. HBC offers associate degrees and certificates in business and office technology and the medical and legal fields.

Four local high students and their families were guests of the Maugansville Ruritan Club at the monthly dinner meeting May 20. Each of the students was awarded a $1,000 scholarship. Each of the winners and their parents or guest was introduced and then the student gave the club members a brief description of their future plans and vocational aspirations. The Washington County Commissioners took no action on a proposal Tuesday to develop a partner community relationship with Jinhua, China. Larry Glenn, director of workforce development for Kaplan College, presented the proposal, which he said is similar to the the Sister City program. Partner community relationships help foster cultural links and can be used to promote economic development, County Administrator Gregory B. Murray said. Jinhua is a city in China's Zhejiang province.
