A Waynesboro man has been criminally charged after allegedly serving alcohol to a girl and sexually assaulting her. Michael Helman, 48, of 111 E. North St., is charged with one count each of involuntary deviate sexual intercourse and aggravated indecent assault, and two counts of corruption of minors, Waynesboro police said in a news release. Police said a female juvenile told them Feb. 13 that a man served her alcohol and sexually assaulted her. Helman used a bondsman to post $100,000 bail to be released from the Franklin County (Pa.)

CHAMBERSBURG, PA. - A suspended Franklin County Sheriff's Office security guard charged with indecent assault against a girl waived his preliminary hearing Thursday before Magisterial District Judge Richard Alloway. Nasby Ellsworth Bowen, 66, of 3306 Etter Road, is also charged with corruption of a minor in the incidents, which Pennsylvania State Police said happened at Bowen's home about 12 to 15 times between 2000 and 2004. Police filed the charges in February. Bowen is the second county security guard charged with a sexual crime involving a child.

chambersburg@herald-mail.com CHAMBERSBURG, Pa. -An abused child who grew up to be a child abuser, Luke Feitner will have the designation of sexually violent predator follow him for the rest of his life. Feitner, 29, of 5842 Tick Ridge Road in Waynesboro, Pa., was sentenced to 31/2 to 10 years in state prison and will be subject to the community notification of Pennsylvania's version of Megan's Law as long as he lives. "He was on parole for a substantially similar event when this event occurred," Assistant District Attorney Nancy Meyers told Judge John R. Walker prior to sentencing.

CHAMBERSBURG, Pa. -- A Chambersburg man charged with indecent assault against his mother in a nursing home was ordered bound over for trial following a preliminary hearing Tuesday in Franklin County Central Court. The 50-year-old man was charged by Pennsylvania State Police with first-degree misdemeanor indecent assault against a person incapable of giving consent because of a mental disability and a second-degree misdemeanor charge of indecent assault without consent. The more serious charge carries a maximum penalty of five years in prison.

CHAMBERSBURG, Pa. - A former Franklin County security guard charged with indecent assault involving a 3-year-old boy was placed on the Accelerated Rehabilitative Disposition (ARD) program Wednesday in Franklin County Court. Raymond E. Rotz, 68, of Chambersburg, was placed on the ARD program for 18 months by Judge Carol Van Horn, who also ordered him to undergo a mental health evaluation and any treatment deemed necessary. Rotz will be under the supervision of the Probation Department's sexual offenders officer and can have no contact with either the victim or unsupervised contact with any minor, Van Horn said.

A Chambersburg man who coached a Pennsylvania volleyball team has been charged with sexually assaulting an underage male player on his team. Shawn Timothy Ranck, 32, of Cambridge Lane in Chambersburg is charged with indecent assault, corruption of a minor and criminal attempt involuntary deviate sexual intercourse, according to Pennsylvania State Police. Ranck was arraigned before Magisterial District Judge Glenn Manns on Wednesday, where his bail was set at $250,000. He was unable to post bail and was placed in the Franklin County Jail.

A Fayetteville man was charged Wednesday with several sex crimes that allegedly involved a girl and a woman last year in Greene and Letterkenny townships, Pennsylvania State Police said. Cody M. Roberts, 21, was charged with indecent assault and criminal attempt/aggravated indecent assault for his alleged involvement with a 15-year-old girl; and criminal attempt/rape, involuntary deviate sexual intercourse, aggravated indecent assault, sexual assault and indecent assault for his alleged involvement with a 20-year-old woman, according to a state police press release.

CHAMBERSBURG, Pa. - A Hamilton Township man twice convicted of indecent assault has been charged with raping a woman Monday night in her home, according to Pennsylvania State Police. Carl Eugene Henry, 24, of 1069 Lincoln Way West, Lot 6, was also charged with aggravated indecent assault, indecent assault and unlawful restraint. He was arraigned before District Justice David Hawbaker and taken to Franklin County Prison in lieu of $50,000 bond. Henry had not posted bond as of Tuesday night, according to a prison officer.

Pa. man charged in indecent assault against girl, 9 GREENCASTLE, Pa. -- A Mapleton Depot, Pa., man has been charged with aggravated indecent assault in connection with incidents involving a girl in 2003-04, Pennsylvania State Police said. Terry Richard Garlock Jr., 43, of 563 Callowhill St., also was charged with indecent assault and attempted involuntary deviate sexual intercourse, police said. The alleged incidents involving a 9-year-old girl occurred at an Antrim Township residence in 2003-04, police said.

A former volleyball coach from Chambersburg is facing additional criminal charges. Shawn Ranck, 32, was charged Thursday with a misdemeanor count of indecent assault on a person younger than 16 and a felony count of corruption of minors, according to online court records. In August, Ranck was charged with five counts of indecent assault and one count of corruption of minors, records show. He remains incarcerated in Franklin County (Pa.) Jail. Pennsylvania State Police previously said Ranck coached the Chambersburg Area Volleyball Express travel team.

A Chambersburg man has been charged with sexually abusing a 15-year-old girl multiple times over the course of a 15-month period, Pennsylvania State Police said. Dennis Ray Thomas, 43, was charged with 11 different sex offenses, including rape and indecent assault, according to a state police news release. Troopers said the girl was raped and sexually assaulted a number of times in Fulton County from September 2011 to December 2012. Thomas was arraigned and remanded to the Franklin County JailĀ  on Tuesday , according to the release.

A Waynesboro, Pa., man identified in court documents as a pastor waived his mandatory arraignment Wednesday on charges he sexually assaulted two children. Carl William Bittle Sr., 69, of Strickler Avenue, is charged with one third-degree felony count of indecent assault of a person younger than 13. He also is charged with two misdemeanor counts of indecent assault of a person younger than 13 and one count of corruption of minors. The charges appear on two criminal complaints filed in Franklin County, Pa. Because Bittle waived arraignment, a not-guilty plea will automatically be entered on his behalf as the cases proceed to trial.

Two Waynesboro men have been charged with rape after allegedly forcing a woman to perform sexual acts during an incident June 13. Robert Clements, of 3 Cleveland Ave., and Joshua M. Shockey, of 113 C V Ave., are both charged with rape, involuntary deviate sexual intercourse, aggravated indecent assault and indecent assault, according to a news release from Waynesboro police. Clements and Shockey, who were drunk, continued to engage in various sexual acts after the woman said to stop, police allege in an affidavit of probable cause.

Man charged with two counts of indecent assault A man has been charged with fondling a woman earlier this month in Franklin County, Pa., Pennsylvania State Police said. Earl Eugene Brown, 24, whose address was not provided, was charged with two counts of indecent assault, according to a state police news release. Troopers allege Brown touched a 32-year-old woman's breasts without consent on June 2 in Hamilton Township, Pa., and on June 5 in Chambersburg, Pa.

A Greencastle, Pa., man has been charged with sexually abusing a teenage girl earlier this year, Pennsylvania State Police said. Caleb Miller Koons, 21, was charged with statutory sexual assault, aggravated indecent assault and indecent assault, according to a state police news release that was provided Thursday. Troopers alleged that Koons and a girl who was younger than 16 engaged in a sexual encounter sometime between May 25 and June 22 at an unspecified location in McConnellsburg in Fulton County, Pa.

A Hagerstown man charged earlier this month with breaking into and vandalizing his former apartment was back in Washington County District Court Monday, accused this time of raping a preteen girl. Ryan Lee Kleckner, 30, of 10806 Rosewood Drive, was being held without bond on charges of first- and second-degree rape, second-degree sex offense, indecent exposure and indecent assault. District Judge Ralph H. France II ordered Kleckner to remain in jail without bond following a bail-review hearing Monday.
