Hagerstown police said a man with a handgun robbed the Weis supermarket Tuesday night on Shank Farm Way. The man entered the store shortly after 9 p.m., approached a clerk working at an ATM and announced a robbery, according to a police department news release. The robber told the clerk to open the ATM and remove the money inside. Police said the man fled the store with an unknown amount of cash. No one was injured during the robbery. The company that provides speed cameras to the City of Hagerstown will pay $27,100 in refunds to 713 motorists who paid citations from three cameras that were not certified under the guidelines mandated by state law. The Hagerstown City Council on Tuesday voted 3-1 to introduce an ordinance for a $133,145,831 budget for fiscal 2013-14 that holds the line on real estate taxes and provides for an increase in pay for city employees. Councilmen Lewis C. Metzner, Martin E. Brubaker and Donald F. Munson voted for the budget with Councilwoman Penny Nigh casting the dissenting vote. Councilman Kristin B. Aleshire had left the meeting for another appointment prior to the vote. The budget, which takes effect July 1, will be up for a final vote at next Tuesday's meeting.

Dorothy Elizabeth Papa, 89, of Hagerstown, Md., passed away surrounded by her loving family on Tuesday, May 14, 2013, of respiratory failure at Meritus Medical Center. Born Dec. 5, 1923, on a small farm between Buffalo Mills and Hyndman (Bedford County) Pa., in Madley Township. She was the daughter of the late Daniel Webster and Ella Virginia (Coughenour) Yutzy; Dorothy was 10th of 11 children. She was preceded in death by her husband, Charles A. Papa, and their son, William. As a young woman, she left Pennsylvania to seek employment.

Douglas Robert Knox, 52, of Hagerstown, died Friday, May 10, 2013, at his home. Family will receive friends Thursday from noon to 1 p.m. at Douglas A. Fiery Funeral Home, Hagerstown. The service will be Thursday at 1 p.m. at the funeral home with the Rev. Linda Warehime officiating. Burial will be private.

Hagerstown city water and sewer customers who are late on their water and sewer bills will be subject to a 10 percent late fee on the unpaid balance under a proposed ordinance discussed Tuesday by the City Council. However, there was no vote to introduce the ordinance and it was tabled for discussion at a later date. None of the four council members present during the special session introduced a motion to put it up for a vote. Counclman Kristen Aleshire, who raised the issue of the late fees, left the earlier work session for another appointment and was not present during the special session.

Diane Lugene Keller, 54, of 287 Morgan St., Inwood, W.Va., passed away Tuesday, May 14, 2013, at the Berkeley Medical Center in Martinsburg, W.Va. Born Thursday, May 15, 1958, in Waynesboro, Pa., she was the daughter of Frances L. (Trite) Blickenstaff of Smithsburg, Md., and the late Charles L. Blickenstaff. She graduated from Smithsburg High School in 1976 and was employed as a account manager for Coral Graphics in Winchester, Va. She enjoyed camping and scrap booking, but especially enjoyed spending time with her family, she will always be remembered as a loving and caring wife, mother, grandmother, sister and friend.

Police responded to a panic alarm at City Hall, at 1 E. Franklin St. The alarm was set off accidentally on Monday afternoon, according to a patrol clerk for the Hagerstown Police Department. Police responded to the alarm at 2:58 p.m.
