martinsburg@herald-mail.com A Charles Town man who shot and killed his sister Sunday and then committed suicide as police officers surrounded him was paranoid schizophrenic and manic depressive, according to police. Family members told police that David Mendez, 23, of 213 Packett Drive, had not taken his medication for several days, according to Jefferson County Sheriff's Department Deputy R.L. Fletcher. Mendez shot his sister, Alicia Mendez, 20, once in the chest sometime Sunday, police said.

RICHMOND, Va. (AP) -- Mental health records for Virginia Tech gunman Seung-Hui Cho that were missing for more than two years have been discovered in the home of the university clinic's former director, according to a state memo shared with victims' family members. Cho killed 32 people on April 16, 2007, then committed suicide as police closed in. His mental health treatment has been a major issue in the vast investigation of the shootings, yet the records' location had eluded authorities.

CHARLES TOWN, W.Va. - Police are looking for two men who were involved in a robbery at the Hair Cuttery in the Jefferson Crossing shopping plaza Tuesday night. The robbery occurred when the two men arrived at the hair salon along Flowing Springs Road in separate cars about 9:12 p.m., according to Jefferson County Sheriff's Deputy Victor Lupis. One man stepped out of his car and stood by the entrance of the business while the second man entered, Lupis said. The man inside pulled out a handgun, pointed it at employees inside and grabbed a money bag laying on a counter, Lupis said.

BINGHAMTON, N.Y. (AP) -- A gunman opened fire on a room where immigrants were taking a citizenship exam in downtown Binghamton on Friday, killing as many as 13 people before committing suicide, officials said. Gov. David Paterson said at a news conference that 12 or 13 people had been killed. The suspected gunman carried identification with the name of 42-year-old Jiverly Voong of nearby Johnson City, N.Y., a law enforcement official said. The suspect's body was found with a self-inflicted gunshot wound in an office of the American Civic Association building, said the official, who was not authorized to speak publicly and was talking on condition of anonymity.

SHADY GROVE, Pa. - Pennsylvania State Police were investigating an armed robbery that occurred Tuesday night at a grocery store in Antrim Township, Pa. The police report said a man wearing a ski mask entered Kline's Grocery, 1940 Buchanan Trail East, at 8:21 p.m., pulled a handgun and demanded money from the cashier and a customer. The gunman then fled with an undisclosed amount of money. The robber was white, standing between 5 feet 4 inches and 5 feet 10 inches tall, according to the report.

andrews@herald-mail.com Police are investigating a possible connection between a burglary at one Hagerstown liquor store and a robbery in which a clerk was pistol-whipped at another earlier this week. Both incident occurred around midnight Tuesday, police said. In the first incident, which occurred about 11:50 p.m. Tuesday, a man pistol-whipped a clerk at Roxy Liquors on Frederick Street until he was bleeding. The assailant fled with an unknown amount of money from the cash register, police said.
