WASHINGTON COUNTY - Almost 28 percent of the inmates held at the Washington County Detention Center are serving time on charges related to alcohol or drug use. Some see rehabilitation as the answer. "We need more help in addictions. Stop throwing us in jail when we need a rehab or something," said Elaine Whalen, 49. Whalen, who was awaiting trial on a drug charge, had just received permission to participate in the Jail Substance Abuse Program (JSAP), she said during a Sept.

OCT. 19, 1933-AUG. 1, 2007 MOUNT AIRY, Md. - Deloris L. Halterman Patterson, 73, of Pleasant View Nursing and Rehabilitation Center and formerly of 204 W. Second St., Waynesboro, Pa., died Wednesday, Aug. 1, 2007, at the nursing home. Born Oct. 19, 1933 in Winchester, Va., she was the daughter of the late Albert G. Halterman and Della P. See Byers. She was preceded in death by her husband, James W. "Jim" Patterson, in 2002. They were married June 28, 1954. She received her G.E.D.

The Barr Construction Institute, the education division of the Cumberland Valley Chapter of Associated Builders & Contractors, is accepting applications for apprenticeship/craft training classes. Training is offered in carpentry, electrical, HVAC-R, industrial maintenance, masonry and plumbing. The program is registered with the U.S. Department of Labor, the Maryland and Pennsylvania Apprenticeship & Training Councils and the Department of Veterans Affairs. It is accredited through the National Center of Construction Education and Research, an affiliate of the University of Florida.

It's important to finish school, she told him. It's important to graduate, she said. "He didn't like school at first, and he brought up that I didn't graduate," Neff said of her 5-year-old, William. That was enough to send the 24-year-old back to school for her degree. Neff graduated Sunday along with 51 others also receiving their GEDs at Hagerstown Community College's Athletic, Recreation and Community Center.

Four Seasons Crop Care SHIPPENSBURG, Pa. - On Sept. 1, Syngenta Seeds of Greensboro, N.C., selected Four Seasons Crop Care Inc., of Shippensburg, as a TruBulk seed handling and treatment site for Syngenta's Garst and NK brands of soybean seeds. Garst and NK customers in the area can either pick up or have delivered, bulk soybean seeds from the Four Seasons Crop Care facility. Customers may elect to have their bulk soybeans treated on location with Syngenta's CruiserMaxx insecticide and fungicide treatment as well as quality inoculants.

For many, graduation was long delayed - and eagerly anticipated. "I've been wanting to go back," Nancy Spizzo, 53, of Myersville, Md., said as she celebrated her diploma Wednesday night outside of Kepler Theater. Spizzo and more than 30 other men and women marked the completion of their high school requirements by collecting their diplomas.

The experience has made her more aware of discrimination against people who graduate after taking the GED and aware that some students need to take alternative paths, she said.

Mills said he was as surprised as anyone. Mills, a seven-year Smithsburg resident, was sworn in as a Smithsburg Town Council member. He fills the vacancy created when James LaFemina resigned from his position last month. Mills in January declared his intention of running for a council seat.

pepperb@herald-mail.com Adult education and literacy services that have been run through Washington County Public Schools for 25 years will be taken over by Hagerstown Community College beginning in January. Sandra Blakeman, project director of adult education and literacy services for HCC, said beginning Jan. 1, the college will take over the General Educational Development, Adult Basic Education, English as a Second Language, Adult Secondary Education and External Degree programs.
