Maryland State Police announced that the snow emergency plans that went into effect at 5:30 p.m. Monday for Washington and Frederick counties were lifted by 8:30 p.m. When a snow emergency plan is in effect, all vehicles traveling on designated state snow emergency routes must be equipped with chains, snow tires or all-season radial tires. Vehicles parked on snow emergency routes are subject to being impounded.

Maryland State Police conducted a St. Patrick's Day saturation patrol in the area of the Interstate 70, Interstate 270 and U.S. 15 Sunday night and into Monday morning, but no drivers were charged with driving under the influence, police said. Troopers stopped 31 vehicles for moving and equipment violations between 11 p.m. and 3 a.m. One driver was administered a field sobriety test, but was not charged, police said. Across the rest of Frederick County over the St. Patrick's Day weekend, state troopers charged eight people with driving under the influence, including three involved in collisions, police said.

A Woodsboro, Md., man has been identified as the driver killed in a tractor-trailer accident Monday morning at the intersection of Md. 75 and Clemsonville Road, Maryland State Police said. Terry Lee Myers, 58, was pronounced dead at the scene of the 6:15 a.m. accident, police said. He was driving the tractor-trailer south on Clemsonville Road when he failed to negotiate a curve at the intersection, causing the tractor-trailer to overturn into a culvert, police said. The intersection was closed until shortly before 2 p.m. to allow for removal of the truck, police said.

A man was in custody in Eastern Regional Jail early Tuesday after police pursuing a stolen pickup truck from Virginia into West Virginia brought the vehicle to a stop in Martinsburg, the Berkeley County Sheriff's Office said in a news release. Matthew Michael Cameron, no address given, was charged with fleeing while driving under the influence, receiving/transferring stolen property, bringing stolen property into the state and being a fugitive from justice, the release said. The West Virginia Regional Jail & Correctional Facility Authority website gave Cameron's age as 22. Shortly after midnight, Berkeley County deputies were called to assist the Frederick County (Va.)

Police said a 22-year-old man who led them on a high-speed pursuit in Virginia and West Virginia late Monday night and early Tuesday morning later admitted that he was fleeing in a pickup truck that he stole from a hospital in Maryland. Matthew Michael Cameron, of no fixed address, was arraigned Tuesday by Berkeley County Magistrate Harry L. Snow on single felony counts of fleeing while driving under the influence, receiving/transferring stolen property and bringing stolen property into the state, according to police and court records.

Frederick County's top prosecutor is promising a thorough investigation into the death in police custody of a man with Down syndrome. State's Attorney Charlie Smith said Wednesday he hadn't yet seen the investigative file sent by the Frederick County Sheriff's Office on the death of 26-year-old Robert Ethan Saylor. Saylor died of asphyxiation Jan. 12 after three sheriff's deputies tried to forcibly remove him from a Frederick movie theater at the manager's request. The state medical examiner's office has ruled the death a homicide.

The snow emergency plan for Frederick County was lifted at noon Tuesday, Maryland State Police announced in an emailed news release. The plan had gone into effect at 10:30 a.m. after a wintry mix of preciptiation made roads hazardous. "Motorists are encouraged to use caution if the temperatures fall below freezing again and also be aware of the fact that the roadways remain wet," police said a the release.

The service will be Tuesday at 10:30 a.m. at the funeral chapel. Burial will be in Rest Cemetery in Frederick County, Va.
