The chief of inspections for the Pennsylvania Department of Corrections will become the new Franklin County Jail warden in early May, the county prison board announced Thursday. The salary for Daniel Keen of Mechanicsburg, Pa., has not been finalized, officials said. — Jennifer Fitch

The Franklin County Jail recently received a 100 percent compliance report from the Pennsylvania Department of Corrections, according to a news release. Warden Daniel Keen discussed the report with the Franklin County Prison Board on Thursday. County jails that receive 100 percent on their reports are inspected every two years by the corrections department. This is the third consecutive 100 percent inspection for the jail dating to 2007, the release said. "This inspection and the continued 100 percent compliance reflects well on Warden Keen's leadership, as well as every member of his team at the jail.

A Fulton County, Pa., man has been charged with sexually abusing a girl multiple times over the course of the last 2 1/2 years, according to Pennsylvania State Police. Warren David Kerlin III, 50, of Burnt Cabins, Pa., is charged with rape, involuntary deviate sexual intercourse, sexual assault, indecent assault and other related offenses, according to a state police news release. Troopers allege Kerlin sexually assaulted the girl over the course of the last 2 1/2 years in Dublin Township.

A Waynesboro man accused of fatally shooting his wife and two other people Friday in Quincy Township, Pa., is expected to return to Pennsylvania next week to face criminal homicide charges. Franklin County (Pa.) Sheriff Dane Anthony said two deputies will transport Kevin M. Cleeves, 35, from Mahoning County, Ohio, to the Franklin County Jail in a van early next week. He said all paperwork and authorizations are in place after Cleeves waived his right to fight extradition. Prosecutors said Cleeves will be arraigned soon after his arrival in Pennsylvania.

CHAMBERSBURG, Pa. -- A Franklin County Jail inmate who didn't return from his work-release job on Wednesday was found later that day and jailed in Virginia. Jeremiah Lucas was placed in Franklin County Jail on Oct. 23, 2008, and was tentatively scheduled for released on May 4. He originally was incarcerated for a parole violation, but another county lodged a detainer on charges of simple assault and passing bad checks. Lucas was scheduled to return to the jail at 1 a.m. Wednesday from his job on Wayne Avenue.

Franklin County Jail officials say an inmate didn't return from his work-release job this morning and remains missing. Jeremiah Lucas had been in jail since Oct. 23, 2008, and was tentatively scheduled for released on May 4. Pennsylvania State Police said they have charged a Guilford Township, Pa., man with using a vehicle to strike another man on Sunday in Franklin County. Eugene Barlow, 67, of Guilford Township, was charged with aggravated assault, according to a state police news release. Troopers said  Joel Gorman, 31, was struck by a vehicle in the 8700 block of Peiper Road in Southampton Township at 8:56 p.m. Sunday. Barlow was taken to the Franklin County Jail, according to the release.

A Chambersburg man has been charged with aggravated assault and simple assault after a 6-month-old boy suffered bone fractures in both legs, his right arm and several ribs, Pennsylvania State Police said Tuesday. Dustin William Sipes, 21, of 357 Cosell Drive, was placed in the Franklin County Jail on $25,000 bond, state police said. It was determined that Sipes was a boyfriend of the child's mother and that Sipes was helping to care for the child, police said.

A Court of Common Pleas judge shifted roles and took the witness stand Thursday as a man convicted of first-degree murder continued his quest for a new trial. Judge Angela Krom, who was subpoenaed, testified about her previous role as an assistant district attorney. She worked on Ronald Harshman's July 2001 homicide trial with the county's former district attorney. Harshman was convicted in the presumed death of Greencastle, Pa., resident Melvin Elwood Snyder, whose body was never found.

A Georgia woman apprehended late last year in connection to a 1995 shooting death in Franklin County, Pa., pleaded not guilty to criminal homicide Wednesday. Tonya N. Dice, 39, is charged with criminal homicide and hindering apprehension or prosecution. On July 14, 1999, former magisterial district judge Larry K. Meminger issued an arrest warrant for Dice based on the Pennsylvania State Police investigation into the 1995 shooting death of Freddie Brumfield in Greene Township. A bench warrant had already been issued for Dice after she failed to appear in court in July 1995 in an unrelated drug case.

A retiring judge received accolades Thursday from other professionals in the criminal justice field. Franklin County (Pa.) Court of Common Pleas Judge Richard Walsh will be retiring at the end of the year. The county's criminal justice advisory board, which Walsh has led for years, recognized him with an award, scrapbook and remarks. Pennsylvania Corrections Secretary John Wetzel joined a roomful of people in thanking Walsh for his 15 years on the bench, specifically highlighting the judge's work with the criminal justice advisory board.

An 18-year-old man has been charged with sexually assaulting a girl last year at a home in Chambersburg, Pa., Pennsylvania State Police said. Davonte Tyqwane Lindsay, address not given, was charged Tuesday with statutory sexual assault and corruption of minors, according to a state police news release. Troopers said the assaults occurred from Aug. 1 to Sept. 30, when Lindsay allegedly had sex with a 13-year-old girl. Police said Lindsay admitted to having consensual intercourse with the girl.

A Waynesboro man has been charged with robbing a local tavern just after noon on Wednesday. John Francis Sullivan, 54, of 18 S. Grant St., was charged with two counts of robbery. Sullivan was being held in the Franklin County Jail Wednesday night on a $100,000 cash-only bond, according to a jail spokesman. Waynesboro and Washington Township police responded to a report of a robbery at 12:37 p.m. at Mathias Tavern at 300 Cleveland Ave. After talking to several witnesses, police obtained a description of the robber and his possible direction of travel.
