MARTINSBURG, W.Va. - Potential drainage problems concerning Summer Hill, the largest proposed development in the county, were aired this week. Hunter Wilson's two-phase proposal calls for 292 lots off Paynes Ford Road south of Martinsburg and a mile east of U.S. 11. Wilson has already received approval for the first part, which included about a quarter of the lots, according to Berkeley County Planning Administrator Harry Carter. Wilson is seeking a permit to build 216 lots in the second phase.

Retired Washington County government employee John Weller has filed to run for County Commissioner, saying he has the time and energy to be a dedicated commissioner. Weller, a Democrat, worked for the county for 43 years. "I'd just like to be able to give something back to the community now that I have the time ... and am still physically able to do it," Weller, 64, of Hagerstown. Weller began working for the county in 1959 in the planning and zoning department. He retired in 2002 from the engineering department.

DEC. 8, 1921-JULY 5, 2009 Freida Alverta Carpenter, 87, formerly of Hagerstown, Md., died Sunday, July 5, 2009, at Citizens Care and Rehabilitation Center in Frederick, Md. Born Dec. 8, 1921, in Hagerstown, she was the daughter of the late Charles W. and Alice F. Bryan Ernde. She was preceded in death by her first husband, Robert D. Kinch, in 1986, and her second husband, James J. Carpenter, in 1998. She was a member of Zion United Church of Christ. She was employed by Mack Trucks Inc. for 26 years as a secretary in the engineering department.

AUG. 9, 1931-MARCH 3, 2009 GREENCASTLE, Pa. - Eugene B. Miller, 77, of 10834 Grindstone Hill Road, died Tuesday, March 3, 2009, at Waynesboro (Pa.) Hospital. Born Aug. 9, 1931, in Five Forks, Pa., he was the son of the late Ruth Barnett. He graduated from Quincy High School with the class of 1949. He worked at Landis Tool Co., Waynesboro, in the engineering department, retiring in July 1991 after more than 35 years of service. He served with the United States Army.

waynesboro@herald-mail.com WAYNESBORO, Pa. - Bids have been awarded and work is expected to begin this fall on construction of the final phase of the Ninth Street Extension from Clayton Avenue to Pa. 997, Borough Engineer James Valentine said last week. Valley Quarries Inc., of Chambersburg, Pa., was awarded the low bid of $74,000 for the work. The project, expected to be completed by the end of the year, will serve as a mini-bypass, mostly for truck traffic, around the East Fifth Avenue area and the industries in that section of the borough, said Borough Councilman Allen Porter.

The Berkeley County Council voted 4-1 Thursday to reorganize the county's planning, engineering and code enforcement functions and split them into two departments. The reorganization relieves Stefanie Miller of being in charge of the county's engineering division and reduces her salary from about $64,000 to $52,541, according to county officials.  She will remain the county's planning department director. Council President William L. "Bill" Stubblefield voted against the reorganization.

BELISLE Staff Writer, Waynesboro WAYNESBORO, Pa. - Milton Garland, 102, and Clyde Kuhn, 98, Waynesboro's surviving World War One veterans, will take active and passive roles in Saturday's Bicentennial Parade. Garland, the parade's official honoree, will be in the first car behind the police escort and National Guard honor guard. Kuhn will watch the parade as it passes below his third-floor apartment window. The decades have been kinder to Garland than they were to Kuhn.

Ford Drive in Hancock was reopened Friday at 3 p.m., according to a press release from the Washington County Engineering Department. The road had been closed for more than two years because of storm damage to a bridge in 2004.
