The City of Hagerstown's annual fall Dumpster program for city residents will run from Monday, Oct.10, through Saturday, Oct. 15, at the intersection of South Potomac Street and West Memorial Boulevard. Entry can be made from South Potomac Street by making a right-hand turn into the alley just past New Deal Truck Parts & Service. Proof of residency will be required. Dumping hours will be 7 a.m. until 7 p.m. Monday through Friday and 7 a.m. until 3 p.m. on Saturday. No dumping after 3 p.m. on Saturday will be permitted.

With all due respect to the issues of slot machines and malpractice reform, clearly the bill in Annapolis this year that is most crucial to all Marylanders is the proposal from Del. George Edwards that would give each county in Maryland its own bear. Baltimore City would appear to be exempt, possibly because, with the arrival of Sammy Sosa, it already has a Cub. There is plenty of legal precedent for requiring bearship dating back to the Supreme Court's 1965 "one man, one bear" decision.

shappell@herald-mail.com HAGERSTOWN - A Hancock man was rushed to Washington County Hospital Friday after falling nearly 25 feet from the roof of a business northeast of Hagerstown. Robert Churchey, 55, fell from a third-story roof at Eichelberger's Home Improvement at 20021 Leitersburg Pike just after 11 a.m. Churchey, who was taken to the hospital by ambulance, was listed in fair condition Friday at Washington County Hospital, a hospital spokesman said. waynesboro@herald-mail.com WAYNESBORO, Pa. - Two Waynesboro residents were charged Tuesday with animal cruelty in connection with a dog that was found in an industrial trash bin and later died, court records said. The small white female dog, which was given the name Hope, was found in the trash bin weakened and whimpering, with two broken front legs, in January. District Justice Larry Pentz issued a summons Tuesday for Sharon K. Black, 43, of 807 W. Main St. An arrest warrant was issued for her boyfriend, Dallas Davis, 36, formerly of the same address.

The City of Hagerstown's annual spring Dumpster program has been extended through next week due to inclement weather. The program, at the intersection of South Potomac Street and West Memorial Boulevard, was to end today. It will now be available Monday through Thursday from 7 a.m. to 7 p.m. and Saturday, April 19, from 7 a.m. to 3 p.m. Identification proving city residency will be needed, Public Works Manager Eric Deike said. Deike said no trash will be collected Friday in observance of Good Friday, he said.

While the bulk trash program has changed, the spring Dumpster program for city residents has not. The Hagerstown City Council decided in January to dispose of the curbside bulk trash pickup program, replacing it with one in which residents must schedule and pay for bulk items to be picked up. For more than a decade, Hagerstown residents each spring and fall disposed of unwanted appliances, furniture and other bulky items free through the city's curbside bulk trash pickup program.

The City of Hagerstown will hold its annual fall residential bulk trash curbside cleanup schedule beginning Sept. 23. All trash is to be placed in front of the residence by the curb by 7 a.m. Any trash cans or containers set out will be picked up as trash. Collection will only be for the following items: Appliances, furniture, beds, mattresses and similar items that are not normally picked up by the weekly trash haulers. Items that will not be collected are: Building materials, concrete, dirt/rock/sod, brush, paint, oil, batteries, tires, yard waste (limbs/grass/leaves)

The old hotel in the heart of Martinsburg will be restored to its old name as it is being restored to some of its former grandeur. Those were the plans outlined by contractor Jim Palm of Plateau Builders, who is working with owner Ben Fogle to fix up the building, find tenants for it and turn it into the bustling business it once was. The building originally was built with private donations in the 1920s and named the Shenandoah Hotel.

Garbage collection schedule to change Hagerstown is going to pick up large trash items earlier that usual this year, and residents will be able to haul such items to a Dumpster more often, the City Council decided Tuesday. The council said the first curbside bulk-trash pickup should be done in March instead of April. The city typically does a second bulk-trash pickup in October. The bulk-trash pickups are usually followed by the city's Dumpster program, under which the city makes a Dumpster available to residents.
