marlob@herald-mail.com Within minutes of a shooting Tuesday afternoon at the Washington Garden Apartments on Security Road, a teenager was in custody, Hagerstown City Police said. The 1:45 p.m. shooting sent Marvin Eugene Moyer, 31, of 950B Security Road, to Washington County Hospital with a gunshot wound to his upper left thigh. At 2:25 p.m., Charles E. Kelley, 17, of 980A Security Road, was pulled over on Wesel Boulevard by Cpl. Roy Harsh and Deputy 1st Class Brad Creek, both of the Washington County Sheriff's Department.

The City of Hagerstown's annual fall Dumpster program for city residents will run from Monday, Oct.10, through Saturday, Oct. 15, at the intersection of South Potomac Street and West Memorial Boulevard. Entry can be made from South Potomac Street by making a right-hand turn into the alley just past New Deal Truck Parts & Service. Proof of residency will be required. Dumping hours will be 7 a.m. until 7 p.m. Monday through Friday and 7 a.m. until 3 p.m. on Saturday. No dumping after 3 p.m. on Saturday will be permitted.

waynesboro@herald-mail.com WAYNESBORO, Pa. - Two Waynesboro residents were charged Tuesday with animal cruelty in connection with a dog that was found in an industrial trash bin and later died, court records said. The small white female dog, which was given the name Hope, was found in the trash bin weakened and whimpering, with two broken front legs, in January. District Justice Larry Pentz issued a summons Tuesday for Sharon K. Black, 43, of 807 W. Main St. An arrest warrant was issued for her boyfriend, Dallas Davis, 36, formerly of the same address.

By MARLO BARNHART Staff Writer A man accused of arson in the Jan. 25 House of Kobe restaurant fire has been charged with setting nine trash bin fires that kept Hagerstown firefighters busy on Dec. 30, authorities said. Washington County District Court Judge Ralph France on Monday raised the bond on Kevin Augustus Cotton, 30, of 37 N. Mulberry St., from $75,000 to $125,000. Cotton objected vehemently in court on Monday to the second-degree arson charge in the House of Kobe fire.

BOONSBORO - Recycling in Boonsboro has been so successful that it has created an inconvenience for some residents who find the Dumpster jam-packed when they arrive. Timing is everything when it comes to using the only recycling facility for town residents. The recycling container - in the Park-n-Ride lot near the intersection of Alt. Rt. 40 and Md. Rt. 67 - is being emptied practically every other day, according to Boonsboro Recycling Task Force members who monitor the Dumpster and the grounds on a daily basis.

HAGERSTOWN - The City of Hagerstown has canceled this fall's Dumpster Program. For each of the last several years, the city has held two Dumpster Programs, one in the fall and one in the spring, so residents could dump large items of trash at the vacant lot near the intersection of Memorial Boulevard and South Potomac Street, said Eric Deike, the city's public works director. The city hauled the trash to a landfill. Deike said Hagerstown officials decided to cancel this fall's Dumpster Program because the city spent close to $100,000 last year to hold the event.

A Leitersburg man appeared before Washington County liquor officials on Wednesday to complain about a tavern on Leitersburg's town square. John Thomas told the Board of License Commissioners for Washington County, known as the liquor board, that patrons of Dewey's Pub at 21400 Leiter St. were parking in his driveway. Thomas also said the business' Dumpster was protruding into the square. “I'm not here to close the bar down or anything else,” Thomas said. “I'm just here over a couple of issues.” Charles Beachley, owner of Dewey's Pub, said he would move the Dumpster.

Yard waste collection resumes Wednesday All residents of the City of Hagerstown should note that city-wide yard waste collection will resume with pickup on Wednesday. The program will continue until December.  Yard waste may be placed at the curbside after 4 p.m. the day before pickup. It must be placed in reusable containers (such as garbage cans or cardboard boxes) or paper yard waste bags. No plastic bags, please.  Items to be collected include leaves, grass clippings, branches and small sticks.

Franklin County Emergency Services report The following incidents were reported Monday by Franklin County Emergency Services: At 4:32 a.m., a vehicle fire in the 800 block of Wayne Avenue in Chambersburg. At 6:09 a.m., a traffic accident at Wayne Avenue and Orchard Drive.     W.Va. man charged after Saturday chase MARTINSBURG, W.Va. - A Martinsburg man was charged Saturday with leading police on a chase that spanned Interstate 81 and several other roadways, the Martinsburg Police Department said.
