MARTINSBURG, W.Va. -- A self-described heroin addict is believed to have pocketed thousands of dollars from area businesses that gave her money in support of the American Heart Association, not her addiction, according to police who have been investigating the scam complaints and court records. Angela Renee Shirley, 31, of 561 Hidden Hollow Drive in Kearneysville, W.Va., had been arraigned on seven misdemeanor counts of obtaining money by false pretenses as of Wednesday afternoon, according to magistrate court records in Jefferson and Berkeley counties.

CHAMBERSBURG, Pa. - Twenty people were arraigned Thursday on drug delivery and other charges following a 10-month investigation by the Chambersburg Police Department's Crime Impact Team. Police said 44 people were targeted, the majority for delivery of crack cocaine, although powder cocaine, heroin and marijuana were also involved in some charges. Police filed 53 felony counts of delivery of a controlled substance, 46 counts of criminal use of a communications facility, six counts of delivery of a noncontrolled substance and 14 counts of criminal conspiracy to deliver a controlled substance.

Two arraigned in Martinsburg man's death By DAVE McMILLION / Staff Writer, Charles Town Kyra Heleine, above, and Roger Bowers, below. A man and woman indicted last week in connection with a heroin-related death were arraigned in Berkeley County Circuit Court Monday afternoon. Both Kyra L. Heleine, 19, of 311 Montrose Drive in Falling Waters, and Roger L. Bowers Jr., 20, of Route 4, Hedgesville, entered not guilty pleas during their arraignments before Judge David Sanders.

MARTINSBURG, W.Va. - Four men arraigned over the weekend in Berkeley County Magistrate Court are accused of dealing cocaine and marijuana, according to court records. Miguel A. Lopez Hernandez, 28, and Saul Alvarado Roman, 27, both of Winchester, Va., were charged with distribution of cocaine and were in Eastern Regional Jail on Monday, each on $100,000 cash-only bonds set by Magistrate Harry L. Snow. Gilberto Vega-Reyes, 49, of 234A Bellview Drive in Martinsburg, was in jail Monday on charges of possession with intent to deliver cocaine and operating a vehicle with a license suspended for driving under the influence, according to jail and court records.

MARTINSBURG, W.Va. -- Berkeley County Sheriff W. Randy Smith said Thursday officers are still searching property just west of Martinsburg where a woman is accused of cruelly treating a number of goats, horses and cattle. Debra H. Snider, 55, of 75 Wolf Hollow Road, Hedgesville, W.Va., was arraigned on four misdemeanor counts and five felony counts of animal cruelty Wednesday afternoon by Berkeley County Magistrate JoAnn Overington. Smith said the sheriff's department's animal control division found two dead horses and five dead goats at the end of Legado Drive, which is accessed by Waverly Court off Delmar Orchard Road, west of Interstate 81. Four of the eight horses, 15 to 20 goats and two Texas Longhorn steers found alive at the property are being held in custody there, Smith said.

Inwood man arraigned on murder charge By DAVE McMILLION / Staff Writer, Charles Town An Inwood man was arraigned Wednesday on a first-degree murder charge a little more than a week after he was charged with fatally shooting his wife before turning the gun on himself inside a funeral home near Inwood. Charles Elby Welch Sr., 60, was arraigned on the charge by Berkeley County Magistrate Carlton DeHaven. Welch, who gave an address of both 13 Pocahantas Drive and 13-9 Cherokee Drive, was being held in the Eastern Regional Jail Wednesday night without bond.

waynesboro@herald-mail.com WAYNESBORO, Pa. - The driver charged this week following a Nov. 1 accident that caused the death of a Tennessee woman was arraigned Tuesday before District Justice Larry Pentz in Waynesboro. Peter M. Shumway, 22, of 117 Garfield St. in Waynesboro, was released on $15,000 bond and placed in a pre-trial release program. Under terms of the program, Shumway will have to follow a curfew, submit to random sobriety tests and take part in any drug, alcohol or mental health programs ordered by authorities, Pentz said.

MARTINSBURG, W.Va. - A Norfolk, Va., man accused of attempting to rob of pizza shop on Sunday only to be dragged out of the business after receiving several knife wounds in a scuffle with employees there was arraigned Thursday night, according to Berkeley County Magistrate Court records. Dewayne Lamont McGregor, 24, was charged with one count of robbery, two counts of wanton endangerment, one count of assault during the commission of a felony and one count of felon in possession a firearm, according to court records.
