The Hagerstown City Council Tuesday night approved a contract with a city construction company for improvements on Broadfording Road to make way for additional developments in the area. By a 3-1 vote, the five-member council awarded the $1.7 million contract to Craig Paving Inc. and approved a memorandum of understanding that stipulates the developers would help pay for the project. Councilwoman Ashley Haywood, who said she does not support more big-box stores in the city, voted against both motions.
