Bail increased for Hagerstown man accused of raping unconscious woman

Bail for a Hagerstown man accused of raping an unconscious woman was raised Monday during a bond-review hearing in Washington County District Court.

Michael Edward O’Neill, 21, of East Antietam Street is charged with second-degree rape, attempted second-degree rape, second- and third-degree sex offenses and second-degree assault, according to court records.

District Judge W. Milnor Roberts raised O’Neill’s bail from $65,000 to $150,000 at the hearing.

The alleged rape took place at O’Neill’s apartment, according to the statement of probable cause filed by Hagerstown police.

An officer went to Meritus Medical Center near Hagerstown Friday morning for a report of a rape, where the 19-year-old alleged victim said she and a friend had gone to visit O’Neill, the charging documents said.

She told the officer that she had known O’Neill for about three years, the documents said.

The woman told police that while she was there with her friend, O’Neill and another man, she drank six or seven beers and one or two shots of vodka. The woman said she laid down on O’Neill’s bed at about 6 a.m. and fell asleep, the documents said.

O’Neill, the alleged victim’s friend and the other man were also in the room talking, the documents said.

The woman told investigators she was fully clothed when she “passed out drunk,” the documents said.

The woman told investigators she awoke to find herself naked from the waist down, with O’Neill on top of her, the documents said.

The woman tried to call out to her friend, but O’Neill put his hand over her mouth, the documents said.

The woman’s friend came into the room about two minutes later. O’Neill jumped off the alleged victim when the other woman entered the room, the documents said.

After the rape was reported, officers arrested O’Neill in his apartment, the documents said.
