Police: Man held in shooting had affair with victim's wife

CHAMBERSBURG, Pa. — A Cumberland County, Pa., man charged in last month’s killing of a Chambersburg man was involved in an extramarital affair with the victim’s wife, according to charging documents.

Kevin D. Rouner, 37, of Old State Road in Gardners, Pa., surrendered Saturday to police in Jacksonville, Fla., Chambersburg police said.

On July 18, Chambersburg police were called for a reported hit-and-run accident involving a pedestrian in the 300 block of West King Street, where they found the body of David W. Gipe in front of his home.

Police determined that Gipe had been shot and killed after he got out of his parked vehicle between 11 and 11:15 p.m.

Witnesses reported observing a dark-colored sport utility vehicle fleeing the area westbound on West King Street immediately after a single gunshot had been fired, police said in the report.

Rouner was developed as a potential suspect when it was determined that he had been involved in an extramarital affair with the victim’s wife, according to the affidavit of probable cause.

Rouner had access to a dark blue 2003 Dodge Durango registered to his mother and father, and was operating the vehicle on the evening of the crime, police said.

On July 20 and 25, Rouner was interviewed concerning the incident and maintained that he was not in the Chambersburg area on the date of the crime, nor was he operating his father’s vehicle, police said.

“He denied having any knowledge of or involvement in the crime, adding that he didn’t own nor have access to a gun,” police said.

Rouner admitted to having a one-time intimate relationship with the victim’s wife, but claimed he had ended it, police said.

Rouner told police he continued to have contact with the victim’s wife for other reasons, the report said.

On July 26, a search warrant was obtained, and the Dodge Durango was seized from the Rouner family residence on Old State Road in Gardners.

The vehicle was returned to Chambersburg and processed for gunshot residue, police said.

On July 26, police learned that witnesses observed Rouner operating the Durango on the evening of the crime. Investigators later learned that he borrowed a 12-gauge shotgun from a relative approximately two months prior to the crime and had not yet returned it, police said.

On July 29, police obtained text messages between Rouner and the victim’s wife supporting that he was still involved in an affair with her.

On Aug. 1, gunshot residue was recovered in the Dodge Durango, police said.

Rouner is being held at the Duval County (Fla.) Detention Center pending extradition back to Pennsylvania, police said.
