“I’m trying to figure out why in the paper today, City Engineer Rodney Tissue, and Assistant Engineer Jim Bender, are proposing to the city to implement a rain tax. I thought the elected officials just recently said that we in Washington County were exempt from that stupid tax that they in Annapolis have put on us.”
