Martinsburg City Council awards street paving contract to Jefferson Asphalt Products Co. Inc.

MARTINSBURG, W.Va. — At least a portion of about a dozen streets in Martinsburg are slated to be paved as part of the city’s annual street-improvement program.

The seven-member Martinsburg City Council voted unanimously Thursday to award the contract to Charles Town, W.Va-based Jefferson Asphalt Products Co. Inc., which bid $431,427 for the work.

The only other bidder was W-L Construction & Paving Inc., which bid $661,265 on the project, according to a memorandum from City Engineer/Planning Director Mike Covell.

The work also includes sidewalk ramp improvements.

Council members were advised in the memo that slight cost revisions may be made due to fuel and asphalt price adjustments.

The following streets have been identified for paving work:

  • Legion Street, from Bumblebee Lane to Northwestern Avenue
  • Cypress Way, from Chestnut Street to the end
  • Walnut Street, from East Stephen Street to the end
  • Spruce Street, from 100 feet beyond Cypress Way to the end
  • Gussie Avenue from Race Street to the end
  • Swartz Street, from King Street to Burke Street
  • Wilson Street, from Church Street to Winchester Avenue (shoulders and travel lanes)
  • West Virginia Avenue, from Wilson Street to Jefferson Street
  • Hillcrest Drive, from Mill Race Drive to Honeysuckle Drive
  • Valley Street, from King Street to the end
  • O’Henry Street from Raleigh Street to Tuskegee Street

The paving project also includes utility-related repairs on Baltimore and Auburn streets, Covell said Friday.
