Hagerstown development plan discussed in executive session

Seeking legal advice on how to proceed with a group’s proposal to initiate a downtown redevelopment master plan, the Hagerstown City Council on Tuesday voted to enter into a closed executive session that lasted nearly two hours.

Mayor David S. Gysberts and the five-member council made no comment on the executive session during the public meeting Tuesday at City Hall.

Councilmembers Lewis C. Metzner and Martin E. Brubaker deferred to the mayor when asked for comment on the executive session.

When asked following the meeting, Gysberts said he was not prepared to discuss the outcome of the executive session publicly and could not give a time frame as to when the city’s next step in moving forward with the group or not will be discussed publicly.

D. Bruce Poole and Dane Bauer, two representatives of a real estate development group that includes Sora Development, had hoped approval to move forward in the process would be granted by council at the April 23 meeting.

Local attorney Poole and Bauer, of the engineering firm Daft McCune Walker, presented a progress report to the mayor and five-member council April 23, detailing their efforts to develop a downtown master plan by holding various meetings with local business and educations leaders in addition to state officials during a five-week period.
