Shepherd University employee, others indicted during April Jefferson County grand jury term

CHARLES TOWN, W.Va. — A Jefferson County grand jury this week indicted a Shepherd University employee on multiple charges of fraudulent use of the college’s purchase cards in a case involving nearly $86,000 from October 2010 to August 2012, according to court records.

Elizabeth A. “Libby” Shanton, 48, of 328 N. Centre St. in Martinsburg, W.Va., was indicted on 53 counts of fraudulent or unauthorized use of a purchasing card and one count of fraudulent schemes.

According to a memorandum to Shepherd employees this week from university President Suzanne Shipley, school officials became aware “of the appearance of improper expenditures by an employee,” and contacted the state auditor’s office.

“We directed our staff to provide full cooperation in the investigation ...” Shipley wrote.

Investigators visited campus many times, interviewed staffers and took boxes of financial records to Charleston, the memo said.

The investigators were not forthcoming with information about the investigation until last fall, when the university was cited for failure to have in place “adequate reviews to determine whether a purchase is appropriate,” the memo said. The university responded by making modifications to internal controls and accounting procedures, Shipley said in the memo.

According to the indictments, Shanton used the school’s purchase cards in stores and online to buy clothes, auto parts, jewelry, cosmetics, Halloween costumes, barbecue sauce, a KitchenAid mixer, luggage, purses, perfume and other items.

Steve Staton of the West Virginia Commission on Special Investigations and Tim Butler of the state auditor’s office testified before the grand jury, according to the indictment.

Shanton was among 24 people indicted in the April grand jury term. The others were:

• James Randolph Anderson Jr., 24, of 207 Dogwood Trail in Harpers Ferry, W.Va., on one count of burglary and one count of grand larceny.

• Garland J. Bright, 24, of 144 Ranson Estates in Ranson, W.Va., on six counts of conspiracy, six counts of unlawful entry of a vehicle, four counts of petit larceny, four counts of entering without breaking, one count of attempted breaking and entering and one count of felon in possession of a firearm.

• Darius Wayne Cook, 27, of 51 Entwine Ave. in Martinsburg, W.Va., on one count of bank robbery and one count of conspiracy.

• Raymond Lee Cooper, 80, of 99 Wagon Trail Loop in Harpers Ferry, on 10 counts of sexual abuse, three counts of sexual assault in the first degree, two counts of sexual abuse in the first degree and one count of display of obscene materials to a minor.

• Armstead William Craig, 33, of 505 12th Ave. in Ranson, on one count of fleeing from an officer in a vehicle with reckless indifference and one count of fleeing from an officer (nonvehicular).

• Amanda Lynn Gardner, 33, of 242 Violent Lane in Falling Waters, W.Va., on one count of grand larceny and one count of conspiracy.

• Travis Lamarr Hudson, 37, of 16514 Bragwell Court in Bowling Green, Md., on one count of malicious assault, one count of domestic battery, one count of domestic assault, one count of fleeing with reckless indifference, one count of driving revoked for DUI and one count of obstructing an officer.

• William Stephen Javage Jr., 31, of 3350 Specks Run Road in Bunker Hill, W.Va., on four counts of sexual abuse, four counts of child abuse causing injury and three counts of sexual abuse in the third degree.

• Joseph Anthony Jurand, 60, of 6154 Shepherdstown Pike in Shenandoah Junction, W.Va., on two counts of sexual assault in the third degree and one count of sexual abuse in the third degree.

• Bradley Gene Lemen, 31, of 140 Grandview Court in Falling Waters, on one count of grand larceny and one count of conspiracy.

• Theofanis Mavroudis, 45, of 793 Jefferson Ave. in Charles Town, on four counts of sexual assault in the third degree, five counts of sexual abuse in the second degree, one count of display of obscene materials to a minor, one count of indecent exposure and one count of failure to register as a sex offender.

• Paul William Popkins, 45, of 10213 Charles Town Road in Ranson, on one count of wanton endangerment involving a firearm.

• Brian Kenneth Ross, 44, of 6327 Charles Town Road in Kearneysville, W.Va., on two counts of sexual assault in the second degree, one count of sexual assault in the third degree and one count of assault during the commission of a felony.

• Leonel Saravia Jr., 26, of 98 Gray Rock Drive in Charles Town, on one count of sexual assault in the third degree.

• Jonathan Lee Shears, no age available, of 214 S. Buchanan St. in Ranson, on one count of robbery in the second degree, one count of grand larceny and one count of entering without breaking.

• Matthew Douglas Shoun, 33, of 59 Covert St. in Kearneysville on one count of malicious assault.

• Jason Michael Siemek, 26, of 1016 Cord St. in Baltimore, on one count of possession with intent to deliver a schedule 1 controlled substance and one count of transport of a controlled substance into the state with the intent to deliver.

• Trey M. Smoot, 22, of 244 Marie Drive in Charles Town, on six counts of conspiracy, six counts of unlawful entry of a vehicle, four counts of petit larceny, four counts of entering without breaking and one count of attempted breaking and entering.

• Brandi Jo Sparks, aka Brandi Jo Craig, 33, of 222 Orchard Drive in Ranson, on one count of delivery of a schedule IV controlled substance.

• Lucas Eugene Stone, 29, of 17508 Kohlhoss Road in Poolesville, Md., on one count of grand larceny.

• Steven Wayne Taylor, 53, of 3521 Dana Lane in Virginia Beach, Va., on one count of daytime burglary and two counts of assault on a police officer.

• Donta Omaur Underwood, 79, of 86 Jamestown Road in Summit Point, W.Va., on one count of possession with intent to deliver a schedule 1 controlled substance, one count of delivery of a schedule II controlled substance and one count of malicious assault.

• Richard J. Wakefield IV, 57, of 115 E. Bloss St. in Titusville, Pa., on two counts of sexual assault in the second degree and two counts of sexual assault in the third degree.
