Frederick man wants to open restaurant at former tavern site

Abdul Kamara wants liquor license to open a franchise in the Sardi's Pollo A La Brasa chain

A Frederick, Md., man told Washington County liquor officials on Wednesday that he wanted to open a restaurant at the site of the former Hot Shots Tavern on North Mulberry Street in Hagerstown.

Abdul Kamara said during a hearing before the Board of License Commissioners for Washington County, known as the liquor board, that he needed a liquor license to open a franchise in the Sardi’s Pollo A La Brasa restaurant chain.

Sardi’s is a Peruvian-style restaurant that specializes in charbroiled chicken. The chain has four restaurants in Maryland and in Virginia, according to the company’s website.

Kamara said he was in the process of trying to purchase the building that formerly housed the Hot Shots Tavern at 6 N. Mulberry St.

He told the three-member liquor board that if everything goes as planned, he would like to open the restaurant by July.

“I’m dedicated to this project, and I’d really like to see it successful,” Kamara said.

Robert L. Everhart, liquor board chairman, told Kamara that the liquor board would make its decision within 30 days if he chose to apply for the license.

The liquor board informed Kamara that the Class P liquor license he was considering requires food sales to exceed alcohol sales by at least 51 percent to 49 percent.

“The last thing we want to see is for it to become a bar again,” said Charles Mades, liquor board treasurer.

Charles Smith, the former owner of Hot Shots Tavern, turned in his liquor license on Sept. 9, 2011, according to liquor board records.

Hot Shots Tavern operated under a Class D liquor license, which allows for the on and off sale of alcohol.

A Class P license only allows for alcohol to be sold and consumed at the establishment.
