Hagerstown Police Department

Detectives Anthony Fleegal and Jesse Duffey were selected as the Hagerstown Police Department’s officers of the month for August.

Fleegal and Duffey were nominated for their tenacity and teamwork in investigating and solving an armed robbery.

The incident occurred July 27, when a juvenile reported he had been robbed at gunpoint. Through interviews, Fleegal and Duffey learned the victim was not being entirely truthful and was engaging in behavior that put him in dangerous situations. They continued to investigate the incident and were able to identify the two subjects responsible for the robbery and a third subject who facilitated the crime.

All three individuals were charged in the crime. Fleegal and Duffey also maintained contact with the victim’s parents and informed them of the dangerous activities in which their child was involved. They also counseled the victim in an attempt to prevent further and more dangerous incidents from happening in the future.

Fleegal has been employed by the police department for 11 years. Duffey has been employed by the police department for nine years. Both are assigned to the Criminal Investigation Division.


JOHNSTOWN, Pa. — Michael Baylor of Hagerstown recently joined AmeriServ as Maryland Regional president.

AmeriServ has expanded its service area from Pennsylvania to Maryland by opening a new loan production office at 1829 Howell Road in Hagerstown.

Baylor has 28 years of experience in the banking industry. He previously was a regional president for PNC Bank in Western Maryland. Prior to that, he was Maryland market president for Sovereign Bank, where he led all retail and commercial business operations.

In his position with AmeriServ, Michael will establish a presence in the Interstate 70/Interstate 81 corridor.

Baylor has a bachelor’s degree in finance from West Virginia University and a master’s degree in business administration from Frostburg State University. He attended the Stonier Graduate School of Banking at the University of Delaware, the National Commercial Lending School at the University of Oklahoma and the School of Secondary Marketing.

He serves on the board of directors for the Washington County American Red Cross, is a member of the Greater Hagerstown Committee and Lifehouse Bethel. He is a past director of the Maryland Bankers Association.

The Bodyworks Massage Center

Teresa Martin has joined the team of massage professionals at The Bodyworks Massage Center at 1305 Pennsylvania Ave. in Hagerstown.

Martin is nationally certified in therapeutic massage and bodywork, and is licensed to practice massage in the state of Maryland.

Martin is a 2006 graduate of the Therapeutic Massage and Bodywork program at Synergy Healing Arts Center and Massage School in Blue Ridge Summit, Pa.

A professional member of the Associated Bodyworks and Massage Professionals, Martin practices Swedish, deep-tissue, sports, hot stone, myofascial and Thai massage; reflexology; Reiki,; trigger-point therapy; and craniosacral bodywork techniques.

In addition, Martin is an independent health coach with Take Shape for Life featuring Medifast.

WAYNESBORO, Pa. — Amy Chandler has joined the sales team at Jack Gaughen Realtor ERA’s Waynesboro office.

Chandler is licensed to list and sell all types of real estate in Pennsylvania.

She is a member of National Association of Realtors, Pennsylvania Association of Realtors, Pen Mar Regional Association of Realtors and Metropolitan Regional Information Systems.

She is a certified medical assistant and has several years of experience as an office manager.

CHAMBERSBURG, Pa. — Stephanie Baer, nurse manager at Summit Surgical Group - Chambersburg received certification as a bariatric nurse by the American Society for Metabolic and Bariatric Surgery, or ASMBS.

ASMBS is a nonprofit organization that provides certification for bariatric nurses.

Frederick Police Department

FREDERICK, Md. — Chief Kim C. Dine, chief of the Frederick Police Department, announced the following promotions:

Eric D. Stanley to the rank of sergeant

Stanley is an 18-year veteran of law enforcement. He joined the department in January 1994, and is a graduate of the 37th Frederick Police Academy. In June 2006, he was promoted to corporal and has served as an assistant supervisor in the Patrol Division and Community Services Division.

In addition to his daily assignments, Stanley was a member of the department’s Special Response Team for 12 years; he has been a field training officer; a general police instructor; a firearms instructor; and an emergency vehicle operations instructor.

Stanley holds a Bachelor of Arts in sociology from Mount St. Mary’s University.

Matthew J. Carrado to the rank of corporal

Carrado is a nine-year veteran of law enforcement. He joined the department in November 2003 and is a graduate of the 46th Frederick Police Academy. In April 2012, he was designated an acting corporal and has served as an assistant supervisor to Patrol Squad E.

In addition to his daily assignments, Carrado is one of the department’s multilingual officers and a drug-recognition expert.

He holds a Bachelor of Arts in criminal justice from the University of Maryland.
