A Hagerstown man charged earlier this month with breaking into and vandalizing his former apartment was back in Washington County District Court Monday, accused this time of raping a preteen girl.

Ryan Lee Kleckner, 30, of 10806 Rosewood Drive, was being held without bond on charges of first- and second-degree rape, second-degree sex offense, indecent exposure and indecent assault. District Judge Ralph H. France II ordered Kleckner to remain in jail without bond following a bail-review hearing Monday.

Kleckner is accused of sexually assaulting the girl on Aug. 23, according to the statement of probable cause filed by the Washington County Sheriff’s Office. The girl was interviewed Friday by a protective services investigator with the Safe Place Child Advocacy Center, the document said.

The girl told investigators that Kleckner raped her in the basement of his house, the charging document said. She told investigators that Kleckner was choking her and covered her mouth with his hand to keep her from screaming during the assault, the document said.

Charging documents allege that afterward, Kleckner threatened to kill the girl and her mother if she told anyone what happened.

During the interview, the girl alleged that Kleckner sexually assaulted her outside her school on Aug. 22, the charging document said.

A relative of the girl said the girl told her about the alleged assault.

A forensic medical examination of the girl was conducted and a report prepared, the charging document said.

“The defendant’s history primarily consists of driving offenses,” some of them in Georgia, said Deputy State’s Attorney Joseph Michael, who asked that Kleckner continue to be held without bond.

Assistant Public Defender Catherine Pugh argued that France should set bail because Kleckner has no history of violence against children or adults.

Kleckner, a former part-time employee in the circulation department of The Herald-Mail, was charged Aug. 1 by Hagerstown police with breaking into his former apartment on Fairchild Avenue and damaging a sink, stove and mirrors. He was arrested by police as he left the apartment.

Kleckner’s bond in that case was lowered from $7,500 to $1,000 at 10 percent, and he posted bond Aug. 2, court records said.
