Martinsburg man charged with making terrorist threats

MARTINSBURG, W.Va. — A Martinsburg man is accused of threatening to blow up the city offices of a state agency Friday afternoon “like what happened in Colorado,” according to Berkeley County Magistrate Court records.

James Edward Madigan, of 4 Bird St., is charged with making terrorist threats and was being held in Eastern Regional Jail on a $20,000 cash-only bond Friday night, according to court records.

Police allege Madigan said he was going to blow up the Department of Health and Human Resources building off Mid-Atlantic Parkway while he was in the lobby, according to a complaint filed by West Virginia State Police Trooper P.L. North.

North responded to investigate the reported threats complaint at 1:08 p.m., and the trooper said in his complaint against Madigan that the man admitted to making the statement, according to court records.
