Gerrardstown man struck, killed while walking along U.S. 11 near Martinsburg

MARTINSBURG, W.Va. — A Berkeley County, W.Va., man was struck and killed by a vehicle Wednesday night on U.S. 11 near Martinsburg.

Dale Edward Shanks, 62, of Gerrardstown, W.Va., was pronounced dead at the scene after attempts to revive him failed, according to a West Virginia State Police news release.

Troopers said the accident happened at about 9:50 p.m. in the 1400 block of Winchester Avenue, which is also U.S. 11.

Based on two witness statements, Shanks was stumbling in the roadway when he was struck by a van, police said in the release.

Troopers later determined that the van, a full-size Dodge, was being driven southbound by Jason Lee Dignazio, 35, of Martinsburg.

Police said Shanks was wearing dark clothing at the time of the accident.

Dignazio was not charged, according to the release.
