Martinsburg police arrest man wanted on four outstanding warrants

Bernard Foster Jarvis was charged with being a felon in possession of a firearm and possession with intent to deliver a controlled substance

MARTINSBURG, W.Va. — A 37-year-old man wanted on four outstanding warrants for discharging a firearm near a North Church Street home in mid-May was arrested Friday, according to the Martinsburg Police Department.

A man recognized as the suspect, Bernard Foster Jarvis, aka Foster Bernard Jarvis, was spotted at 5:09 p.m. in the 700 block of West Burke Street and taken into custody, Sgt. S.F. Funkhouser said in a news release.

During the arrest, an officer found a Smith & Wesson 9mm handgun in a bag that Jarvis was carrying, as well as several small baggies of suspected marijuana, police said.

Jarvis was subsequently charged with being a felon in possession of a firearm and possession with intent to deliver a controlled substance, police said.

Jarvis originally was wanted on charges stemming from an incident on May 9 in which police allege he fired several shots in the area of West Race and Church streets.

Responding to a shots-fired report, police located four 9mm shell casings in the 200 block of North Church Street.

One witness reported seeing a black male flee the scene after the shots were heard, while another witness said he saw Jarvis fire five rounds, police said.

Jarvis was taken to Eastern Regional Jail, an officer said Monday night.
