County to notifiy state of intent to request a waiver of 'maintenance of effort' requirements

The Washington County Board of Commissioners agreed Tuesday to notify the state of its intent to request a waiver of “maintenance of effort” requirements for school system funding — to avoid losing that option later.

The notification does not necessarily mean the county will make the request, but it leaves the door open for it, County Administrator Gregory B. Murray said.

Anthony South, State Board of Education executive director,  had asked that counties notify the board no later than Tuesday if they intended to request a waiver, Murray said.

The maintenance of effort policy requires jurisdictions to provide school systems with at least as much per-student funding as the previous year.

The county has traditionally met that requirement.

“The assumption is that letter is nothing more than giving both boards a chance to talk,” said Wayne Ridenour, president of the Washington County Board of Education.
