Meeting set on proposed bridge replacement in Martinsburg

MARTINSBURG, W.Va. — A public meeting will be held April 17 in Martinsburg about the proposed replacement of the North Tennessee Avenue bridge in Martinsburg, the state Department of Transportation announced Tuesday.

The meeting from 4 to 7 p.m. at Tuscarora Elementary School, 2000 Tavern Road, is being held so the public can ask questions and submit written comments on the project, but no formal presentation will be made.

City Engineer Michael Covell said Tuesday that the city prefers that the new span incorporate a feature for pedestrians to more safely cross Tuscarora Creek, given the proximity to War Memorial Park and nearby residential areas.

There is no sidewalk on the current structure, he said.

The transportation department said in a news release Tuesday that the new bridge “will meet current design standards, including suitable weight limits to efficiently serve the residential, commercial and business community.”

The meeting complies with the public involvement requirements of the National Environmental Policy Act and Section 106 of the National Historic Preservation Act, the DOT said.

The state also said Tuesday that details of the project would be available at the meeting and on the state’s website.

The North Tennessee Avenue project is one of two bridge projects the city has been working with the state to address, according to City Manager Mark Baldwin.

The other is the East Burke Street bridge over Tuscarora Creek, Baldwin said.

The North Tennessee Avenue bridge is on a route that is in the state road system, Baldwin said. The East Burke Street bridge was deemed to be eligible for state bridge repair funding, with 80 percent of the cost to be shouldered by the state and 20 percent by the city, he said.
