William “Bill” Dewitt Talbert, 64, of Berkeley Springs, W.Va., died Friday, Jan. 27, 2012, at his home while under the care of Hospice of the Panhandle.

Born June 14, 1947, in Washington, D.C., he was the son of the late Roy Edward and Ruby Belle Owens Talbert.

He was of the Protestant faith.

He graduated in 1965 from Surrattsville High School in Clinton, Md.

He joined the U.S. Navy in 1966 and served most of his service as an engineman third class on the USS Sea Poacher. He received an honorable discharge from the Navy after serving four years active duty and two years in the Naval Reserves.

In 1971, Bill joined the Montgomery County (Md.) Police Department. As a decorated officer, Bill received numerous awards for meritorious service and valor in the line of duty. He received multiple lifesaving awards, including a Governors Citation and a Commendation for Heroism by the Veterans Administration. Bill received multiple awards from Mothers Against Drunk Driving, was an honorary lieutenant colonel in the Alabama State Militia, and was recognized in the State, House and Senate of Maryland, in Maryland Senate Resolution 71. In 1978, he received the Montgomery County Chamber of Commerce Bronze Medal of Valor for heroic lifesaving measures. He retired in 1984 due to a service-connected disability.

He was a member of the Montgomery County Police Alumni Association and the Morgan County Farm Bureau.

He is survived by his wife of 36 years, Judy Lynn Britton Talbert at home; one daughter, Laura Lynn Talbert and husband, Jason Roderick, of Berkeley Springs; three sons, William Roy Talbert and wife, Sunny, of Hagerstown, Md., David Vincent Talbert and wife, Amanda, of Winchester, Va., and Gregory Adam Talbert and wife, Elizabeth, of Columbus, Ohio; one sister, Ellen Talbert-Miller of Crofton, Md., 10 grandchildren, Renee Janice Talbert, Michael Anthony Talbert and Mira Angeline Talbert, all of San Diego, Calif., Sage William Vizcarra and Lyric Noelle Wilson, both of Hedgesville, W.Va., Ruby Leighan Talbert, Jonathan Ryan Fye and Aidan Samuel Fye, all of Berkeley Springs, Hayden Alexander Talbert of Columbus and William Calvin Talbert of Hagerstown; and several nieces and nephews.

In addition to his parents, he was preceded in death by one grandson, David Vincent Talbert Jr., on Aug. 4, 1994.

Funeral services will be Tuesday, Jan. 31, 2012, at 2 p.m. at Helsley-Johnson Funeral Home & Cremation Center, 95 Union St., Berkeley Springs, with Pastor Darrel Gentry officiating. Interment with honors rendered by the Montgomery County Police Department will be in the Talbert Family Cemetery, Berkeley Springs.

The family will receive friends Monday from 2 to 4 p.m. and 6 to 8 p.m. and Tuesday from noon to 2 p.m. at the funeral home, which will be open Monday from 2 to 8 p.m. and Tuesday from 9 a.m. to 2 p.m. for the convenience of family and friends.
