Greencastle Borough Council organizes for 2012

New members, incumbent sworn in at Tuesday's meeting

GREENCASTLE, Pa. — Charles Eckstine was elected president of the Greencastle Borough Council during Tuesday's reorganization meeting for the seventh year in a row.

Councilman Harry R. Foley was elected vice president by his fellow council members.

Both positions are two-year terms.

As president, Eckstine plans to continue his goal of seeing a right-turn lane at the intersection of U.S. 11 and 16.

"We have been working on that for about five years, and I think that would be a real asset when that's complete," he said.

Magisterial District Judge Duane Cunningham conducted the swearing-in ceremony of incumbent council member Jim Farley and newly elected councilmen Wade G. Burkholder and Frank Webster Jr. They won seats in last November's election.

"I just want to contribute what I can to the board. I have no specific agenda.  I just want to help where I can," Burkholder said.

Burkholder has a business background and has worked in marketing for WJEJ radio in Hagerstown for more than 20 years. He is co-owner of Wade-Lin Properties.

"The quality of life (in Greencastle) is probably the strongest thing that I'm concerned about. Not that there's any major problems in Greencastle, but there are a few areas that could stand a little polishing," he said.

Webster doesn't have any agenda either.

He said he's just happy to serve his community.

"I think we have a good borough manager — one of the best as far as I'm concerned. I'm just looking forward (to serving) and my door's open and my phone for any questions," Webster said.

Also during the meeting, council re-appointed the following to boards/commissions:

  • Thomas R. Pensinger, Civil Service Commission, for a 6-year term
  • Jason Gerhart, Water and Sewer Authorities, for a 5-year term
  • Ralph C. Burdick, Planning Commission, for a 4-year term
  • Guy W. Camp, III, Planning Commission, for a 4-year term
  • Gregory Overcash, Zoning Hearing Board, for a 3-year term
  • John Easton, Vacancy Board, for a 1-year term
  • Jack L. Irwin, Shade Tree Commission, for a 5-year term
