When — The dog was found at 1:30 p.m. on Christmas Eve.

Where — The dog was found near Pangborn Park in Hagerstown.

Description — The small dog is mostly black and has some brown markings. The younger dog weighs about 25 pounds. It is described as very friendly. It was not wearing a collar.
