Washington County Sheriff’s Office Lt. Craig Rowe received the national designation of certified jail manager through the Jail Manager Certification Commission, or JMCC, by authority of the American Jail Association, or AJA.

Rowe is one of 337 jail professionals nationwide to have achieved this designation.  

The certification was achieved through the successful completion of an experiential background application and a four-hour electronic examination prepared by the JMCC and AJA.

The jail manager’s certification documents the mastery of a high level of knowledge in the specialty, and demonstrates continuing education and growth.   

Rowe began his career with the Washington County Sheriff’s Detention Division in 1996. He is a graduate of Hagerstown Community College and Shippensburg (Pa.) University.

Rowe is a graduate of the National Jail Leadership Command Academy, a member of the Maryland Correctional Administrator’s Association, the American Jail Association and the American Correctional Association.

He is assigned as the shift commander for the daylight shift at the detention center.

Roxbury Correctional Institution

TOWSON, Md. — Warden Gregg Hershberger selected Donna Wagner, office secretary III, and Karen Hays, correctional officer II, as December’s employees of the month for Roxbury Correctional Institution.

Wagner’s efforts in the regional maintenance department have led to a significant cost reduction in repairs to vehicles. Her duties include assisting the Western Transportation Unit and the state highway crews assigned to the prerelease unit.

She has been employed with the state of Maryland since September 2003.

Officer Hays prevents contraband from entering the institution.

Hays has been employed with the state of Maryland since August 2008.



Jack Gaughen Realtor ERA

GREENCASTLE, Pa. — Scott Palmer and Todd Crawford with Jack Gaughen Realtor ERA were recognized as agents of the month for October in the Greencastle office.

The award is given based on the number of listings taken, sales closed, attendance at Realtor functions and continuing education classes completed.

Palmer was recognized for the five years and over in the business category.

Crawford was recognized for the five years and under in the business category.

Palmer has been selling real estate for 25 years and is an associate broker. He resides in Greencastle with his wife, Dawn, and daughter.

Crawford has more than 20 years of business and sales experience. He is licensed to sell all types of real estate in Pennsylvania.
