Smith said the incident occurred after two groups of people were kicked out of a bar in the 200 block of East Franklin Street.

He said the incident carried over to the 100 block of East Franklin Street, where Miller allegedly cut another woman in the face with a sharp object.

"It was a very small cut," Smith said. "But it required several stitches."

Hagerstown Police Chief Arthur Smith said police believe the dealer knew the person who stole the vehicle, a 2003 GMC Yukon.

"Apparently, they knew who took it," Smith said. "They were applying for charges on their own."

A person who answered the phone Wednesday at City Cars said the dealership didn't want to comment.
