Elizabeth V. Barrett Riggs, 52, of Martinsburg, W.Va., died Saturday, Sept. 24, 2011, at Meritus Medical Center near Hagerstown. The family will receive friends  Tuesday from 7 to 9 p.m. at Brown Funeral Home’s South Berkeley Chapel in Inwood, W.Va. The service will be Wednesday at 1 p.m. at the chapel. Burial will be in Central Chapel Cemetery.
