Harpers Ferry, W.Va., man indicted in shooting death of former girlfriend

CHARLES TOWN, W.Va. — A Jefferson County grand jury this week indicted a Harpers Ferry, W.Va., man on charges of first-degree murder in the July 15 shooting death of his former girlfriend in Ranson, W.Va.

Dwayne Ray Cook, 37, of Harpers Ferry, W.Va., is being held without bond on the capital offense, according to court records.

Jenny Lou Perrine, 36, of Martinsburg, W.Va., Cook's former girlfriend, was shot in her car the parking lot of the Southern States Cooperative on Mildred Street in Ranson.

Witnesses saw the shooting, in which more than one shot was fired, court records said. A 9-mm semiautomatic pistol was found at the scene, the records said.

Cook waived his preliminary hearing in Magistrate Court. He is scheduled for arraignment Oct. 3 in Jefferson County Circuit Court, court officials said Thursday.

Cook's was one of 33 indictments by the grand jury this week. Others included:

  • Mark D. Haines, 41, of 152 Redbird Lane in Harpers Ferry, one count each of attempted second-degree robbery and possession of a stolen vehicle in December 2010.
  • Warren Allen Runion, no age or address available, one count each of first-degree sexual abuse and third-degree sexual abuse on June 11.
  • Richard Andrew Zombro, 43, of 12508 Winchester Ave. in Bunker Hill, W.Va., one count of grand larceny.
  • Robert Keith Nigh, 55, of 49 Mopsy Court in Ranson, one count each of third offense driving under the influence and second offense driving revoked for DUI on May 11.
  • Shawn Weister, 19, of P.O. Box 368 in Kearneysville, W.Va., one count each of burglary, conspiracy to commit burglary and grand larceny.
  • Sean Matthew McTigue, 34, of Berryville, Va., one count of third offense DUI on July 7.
  • Jeriel Clarke, 26, of 59 Mallard Court in Charles Town, one count each of manufacture of marijuana and conspiracy to commit a felony on May 14.
  • Bryan K. Daughtry, 53, of 104 Terrapin Road in Harpers Ferry, one count of third-degree sexual assault, five counts of sexual abuse and three counts of first-degree sexual abuse between March 11 and April 30.
  • Bobby Gene Shelly, no age available, of the Maryland Correctional Training Center in Hagerstown, one count of bank robbery on May 29, 2009.
  • George Allen Stillions, 21, of P.O. Box 101 in Ranson, three counts of grand larceny and one count of conspiracy to commit grand larceny.
  • Eric A. Price ,23, of P.O. Box 878 in Charles Town, two counts of grand larceny and one count of conspiracy to commit grand larceny.
  • Lee Val Gramm, 52, of 475 S. Church St. in Henderson, N.C., two counts of first-degree sexual abuse on Dec. 25, 2010.
  • Edward Gibson Kerns Sr., 36, of 423 W. Washington St. in Charles Town, one count of uttering on June 27.
  • Sarah Dawn DeHaven, 29, of 303 Vine Circle in Martinsburg, one count of malicious assault on July 3, 2010.
  • John June Maye Jr., 47, of 100 N. Fairfax Blvd. in Ranson, one count each of third offense DUI and driving revoked for DUI on May 28.
  • Chad Eric Cook, 39, of 1124 Tuscawilla Drive in Charles Town, 26 counts of possession of material depicting a minor engaged in sexually explicit conduct on Nov. 3, 2010.
  • Christopher Michael Ieronimo, 23, of 9 Alfred Drive in Albany, N.Y., one count of abduction of person, kidnapping or concealing a child between Nov. 20, 2009, and Nov. 24, 2009.
  • Christopher Wiley, 46, of 19221 Charles Town Road in Harpers Ferry, one count each of burglary and battery on July 29, 2009.
  • Fontaine A. Harris, 55, of 524 E. North St. in Charles Town, one count of possession with intent to deliver cocaine on Oct. 21, 2010.
  • Jeffrey Lane Stagner, 28, of 210 Twigg Drive in Martinsburg, W.Va., one count each of possession of marijuana with intent to deliver and manufacture of marijuana on Sept. 3, 2009.
  • John Lee Stillions, 26, of P.O. Box 226 in Millville, W.Va., one count each of fleeing from an officer in a vehicle with reckless indifference, fleeing from an officer in a vehicle causing property damage, fleeing from an officer in vehicle causing injury, grand larceny and receiving or transferring a stolen vehicle on Dec. 25, 2010.
  • Darnell Alonzo Allen, 30, of 821 N. Mildred St. in Ranson, two counts of domestic battery third offense, and one count each of felon in possession of a firearm and brandishing on July 6.
  • Roosevelt Woodson, 30, of 97 Bungalow Road in Berryville, Va., one count each of breaking and entering and conspiracy to commit breaking and entering on July 27.
  • Christopher Penwell, 22, of 392 Vanclevesville Road in Kearneysville, one count each of breaking and entering and conspiracy to commit breaking and entering on July 27.
  • Dakota William White, 21, of 15939 Charles Town Road in Charles Town, one count each of breaking and entering and conspiracy to commit breaking and entering on July 27.
  • Christopher Duane Jackson, 33, of 728 W. King St. in Martinsburg, two counts of child neglect creating risk of substantial bodily injury on Dec. 2, 2009,
  • James Daniel Horton, no age or address available, one count each of leaving the scene of an accident resulting in the death of a person, involuntary manslaughter and grand larceny on July 23.
  • Ronald Kirk Bass, 46, of 30 Posting Way in Kearneysville, four counts of child abuse causing bodily injury, and two counts of child abuse creating the risk of serious bodily injury or death between April 30 and May 1.
  • Christopher M. Neff, 28, of 123 Grove Spring Lane in Harpers Ferry, one count of persistent failure to provide support to minor child in accordance with and by the virtue of a court order where failure spanned a period of 12 consecutive months between July 31, 2009, and March 2011.
  • Kelly Weiant Haddox, 45, of 398 Empress Circle in Inwood, W.Va., one count of welfare fraud between September 2003 and February 2005.
  • Charles Jack Brown Sr., 64, of 15949 Charles Town Road in Charles Town, one count each of possession with intent to deliver synthetic marijuana and conspiracy to commit a felony on June 3.
  • Brad Andrew Snow, 36, of 632 Wiltshire Road in Kearneysville, 28 counts of fraudulent use of an access device (credit card) and one count of welfare fraud.
