Hagerstown police have charged a second man with raping a mentally disabled woman earlier this year, according to Washington County District Court records.
Charles Daniel Armstrong, 46, of 119 Ray St., was charged Aug. 12 with second-degree rape, third-degree sex offense and second-degree assault, the court records said.
Armstrong was being held in the Washington County Detention Center on $275,000 bond, the records said.
In June, city police charged another man, William Glenn Hungerford, 52, of 61 E. Franklin St., Apt. 1, with the same offenses, along with second-degree sex offense and sodomy, the records said.
The 57-year-old woman disclosed to Easter Seals staff members in June that she had been sexually assaulted by Hungerford after moving in with him and his wife in March, according to the application for statement of charges.
Hungerford began sexually assaulting the woman about a month after she moved in, the charging documents said.
When initially interviewed by authorities, the woman told investigators that a friend of Hungerford's named "Charlie" had also assaulted her, the documents said.
In a June 20 interview with police, Armstrong told investigators that he was "going out" with the woman, and they had consensual sexual relations at least once, the documents said.
Armstrong told investigators he "couldn't tell she was mentally deficient," the document said.
A preliminary hearing is scheduled for Sept. 14, according to court records.
