Mother charged in child's abduction from foster care

A 3-year-old girl abducted from foster care overnight Saturday was recovered unharmed Sunday morning in Hagerstown’s West End, Maryland State Police said.

The girl’s biological mother, Danielle Cincere Blowe, 26, of Hagerstown, was charged with abducting a child younger than 12 years old and abducting a child/relative in state, according to a state police news release.

Blowe was being held, in lieu of a $75,000 bond, Sunday evening in the Washington County Detention Center.

The girl was taken in the middle of the night from foster care in the 1200 block of Jefferson Boulevard, east of Hagerstown, and was reported missing at 9:23 a.m. Sunday, state police said. She had been placed into foster care by the Department of Social Services.

Police found Blowe and the girl on Mont Valla Avenue in Hagerstown’s West End, state police said. Blowe was arrested without incident, police said.
