Funkstown tavern fined $1,000 for liquor law violations

Joker's Bar & Grill has 30 days to appeal the decision

The Washington County liquor board has fined a Funkstown tavern $1,000 for three violations of state liquor laws that occurred in January.

The Board of License Commissioners for Washington County announced the fines against Joker's Bar & Grill at 2 W. Baltimore St. on April 27, following an April 13 hearing before the board.

The largest fine was $500 for violating a provision that prohibits tampering with the contents of a container and possession of any containers that have been refilled, according to the board's order.

The tavern was fined $250 for possessing or keeping alcoholic beverages on a licensed premise that were purchased from other than a duly licensed manufacturer or wholesaler, the order said.  

The business also was fined another $250 for failure to maintain records for all alcoholic beverages on the premises, the order said.

The fines were the result of an inspection of Joker's Bar & Grill on Jan. 13 by Marty Sine, a compliance inspector for the Maryland Comptroller's Office, according to the incident report.

Sine wrote in the report that he saw evidence of 1-liter and 750-milliliter bottles in the bar having been refilled from 1.75-liter bottles of liquor kept in a storage room.

Sine also wrote in the incident report that he found two bottles on the bar that appeared to have remnants of retail price-tag stickers on them.

Sine confiscated eight bottles of liquor from the business during the inspection, the incident report said.

Joker's Bar & Grill has 30 days to appeal the decision to Washington County Circuit Court, the order said.

Three voicemails left with Joker's Bar & Grill owner Josette Gustavus were not returned.
