Washington County BOE member recuses herself from ethics panel vote

Washington County Board of Education member Donna Brightman recused herself from a vote this week to reappoint a member of the school system's Ethics Advisory Panel.

Brightman walked out of the school board auditorium Tuesday and returned after her fellow board members voted 6-0 to reappoint Dr. George Newman II to the ethics panel, according to the board's legal office.

The term is for five years, according to presentation documents.

Brightman said Wednesday that she was not at liberty to say why she recused herself from the vote.

Asked why she left the room for the vote, Brightman said that was the proper procedure when recusing oneself from a vote, which is different from abstaining from a vote. If recusing, the member shouldn't participate or be present during discussion, she said.

"I felt the need to not be present during the discussion," she said.
