Frances Viola Winters, 83, of Harpers Ferry, W.Va., died Thursday, Jan. 20, 2011, at Shenandoah Center, Charles Town, W.Va. Visitation will be Saturday from 11 a.m. to 1 p.m. at Eackles-Spencer and Norton Funeral Home, Harpers Ferry. The service will be Saturday at 1 p.m. at the funeral home. Burial will be in Fairview Lutheran Cemetery, Bolivar, W.Va.
