Assessments and Taxation
 Adam W Lewis has been appointed supervisor of assessments for Washington County, effective Dec. 15.

Lewis has been employed by the Maryland Department of Assessments and Taxation for 15 years.

He worked in Charles County and served his home community of Washington County, where he has held the assistant supervisor’s position for the past three years.

City Hospital
Debbie Minghini was recently named City Hospital’s Quality Service Award winner for October 2010.

Each month, the Martinsburg, W.Va., hospital’s Service Award Committee selects an employee to receive the award.

Minghini, who works in the business office, was nominated based on her many years of quality service.

It was noted in her nomination form that she recently helped a former patient work through some significant insurance hurdles that resulted in the reduction of his co-pay.

She is described by co-workers as being dedicated, intent on quality customer service and diligent in her work.

Allegany College of Maryland
The Allegany College of Maryland board of trustees has named Cynthia S. Bambara, a veteran community college administrator in Virginia, as the school’s new president.


Bambara is currently the interim president at Central Virginia Community College in Lynchburg.

Bambara went to CVCC from Lord Fairfax Community College, where she was vice president of student success since 2004.

She holds a bachelor’s degree in psychology from Juniata College and a master’s degree in rehabilitation counseling from the University of South Alabama.

In 2007, she earned a doctorate of philosophy in community college leadership from Colorado State University.

Her assuming the post is dependent upon finalization of pending contractual negotiations.

The board’s appointment  follows a national search involving representation from the  Cumberland campus and ACM campuses in Bedford and Somerset counties in Pennsylvania.
