The Washington County liquor board Wednesday approved a license transfer at the Third Base Tavern in Williamsport.

As a result, the liquor license will change hands from former owner Robert West to new owner Edward Kave.

West said after a hearing with the Board of License Commissioners for Washington County that he wants to get out of the business for health reasons.

Kave said he planned to make very few changes to the tavern.

The liquor board will hold the license until West completes a bulk-transfer inventory, board Chairman  Robert L. Everhart said.

The inventory determines how much leftover alcohol  will be transferred from the previous operator of an establishment to the new one.
